Ինչի՞ համար է պետբյուջեից տրամադրվել 300 միլիոն դրամ. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Որոշ ժամանակ առաջ տեղեկացրել էինք, որ ԿԳՄՍՆ-ն նախաձեռնել է Հայաստանի ազգային ֆիլհարմոնիկ նվագախմբի հիմնադրման 100-ամյակի միջոցառումների մեկնարկն այն դեպքում, երբ կառավարության որոշմամբ համապատասխան ֆինանսավորում դեռ հատկացված չէ: Ավելին, հոբել յանական միջոցառումների բացումն արդեն իսկ տեղի է ունեցել մայիսի 14-ին՝ դաշնակահար Յուջա Վանգի մասնակցությամբ մեծ համերգային ծրագրով: Ժամանակին մենք նշել էինք, որ միայն դաշնակահարուհու հոնորարը, մեր տեղեկություններով, կազմում է մոտ 80 հազար դոլար (ԿԳՄՍՆ-ն դա գաղտնիք էր համարել), իսկ պետական ֆինանսավորում ենթադրող միջոցառման տոմսերն ուղղակի աստղաբաշխական էին:
Եվ, ահա, կառավարության համապատասխան որոշումը եղել է մայիսի 29-ին: Ըստ այդմ, Հայաստանի ազգային ֆիլհարմ ո նիկ նվա գախմ բի հիմ նադր մ ա ն 100-ամյակի միջոցառումների անցկացման նպատակով պետբյուջեից կհատկացվի լրացուցիչ 300 մլն դրամ:
Ըստ պաշտոնական հաղորդագրության, տրամադրված ֆինանսական աջակցությունը կուղղվի հոբել յանական տարվա բացման և փակման միջոցառումների անցկացմանը, «Ֆիլհարմոնիկը մարզերում» նախագծի իրականացմանը, Իրանի Իսլամական Հանրապետությունում Հայաստանի ազգային ֆիլհարմոնիկ նվագախմբի հյուրախաղերի կազմակերպմանը և «Հայաստանի ազգային ֆիլհարմոնիկ նվագախումբը 100 տարեկան է» բրենդբուքի պատրաստմանը:
Ճիշտ է, պաշտոնական հաղորդագրության մեջ նշված է, որ փակման համերգային ծրագիրը կղեկավարեն Վալերի Գերգիևը և Դենիս Մացուևը, այդուամենայնիվ, ինքնին երկու համերգի համար (կառավարության որոշման մեջ պարզ գրված է՝ Հոբել յանական տարվա բացման և փակման միջոցառումներ) 147,7 մլն դրամը կամ շուրջ 384 հազար դոլարը յուրատեսակ ճոխություն է: Նույնը վերաբերում է նաև մարզերում 12 համերգին, որոնց համար նախատեսված է տրամադրել մոտ 140 հազար դոլար: Զարմացնում է նաև հյուրախաղերի կազմակերպումը Իրանում: Չէ, ինքնին Իրանում հյուրախաղերը վատ բան չեն, սակայն հարցն այն է, թե ինչո՞ւ միայն Իրանում, կամ ինչո՞ւ հենց Իրանում: Դե, իսկ այս ամենի գլուխգործոցը վերաբերում է վերջին կետին, այն է՝ միայն բրենդբուքի համար նախատեսված է տրամադրել մոտ 56 մլն դրամ կամ մոտ 146 հազար դոլար: Հետաքրքիր է՝ այդ ի՞նչ գիրք են հրատարակելու, որ նման կարգի գումար է նախատեսվում ծախսել պետբյուջեից:
Համեմատության համար նշենք, որ Ավետիք Իսահակյանի ծննդյան 150-ամյակին նվիրված հոբել յանական բոլոր միջոցառումների համար կհատկացվի 62 մլն 781 հազար դրամ կամ 160 հազար դոլար: Դե, մի բրենդբուքից մի քիչ ավելի...
Որքանո՞վ է արդարացված հոբել յանական միջոցառումների համար նման կարգի գումարներ տրամադրելը: Այս հարցով դիմեցինք Հայաստանի պետական սիմֆոնիկ նվագախմբի գեղարվեստական ղեկավար և գլխավոր դիրիժոր Սերգեյ Սմբատյանին, ով մասնավորաբար ասաց. ««Կոլեգիալ մշակույթն ինձ համար շատ կարևոր է, և հենց կոլեգիալության տեսանկյունից ուրախ եմ, որ պետությունը կարևորություն է տալիս մեր գործընկերներին: Այս տարի սեպտեմբերից սկսվում է Հայաստանի պետական սիմֆոնիկ նվագախմբի 20-ամյա հոբելյանական համերգաշրջանը։ Եթե մեր կոլեգա նվագախմբին տրամադրում են պետական մեծ գումար, ակնկալիք ունեմ և վստահ եմ նաև, որ Սիմֆոնիկ նվագախումբը նույնպես կունենա այդ մասշտաբային աջակցությունը»:
