swissinfo.ch–ն «Շվեյցարացի պատգամավորները առաջ են քաշել նախաձեռնություն՝ կապված Լեռնային Ղարաբաղի հետ» վերնագրով հոդվածում գրում է, որ Շվեյցարիայում ստեղծվել է խորհրդարանական հանձնաժողով Լեռնային Ղարաբաղի շուրջ ստեղծված իրավիճակը կարգավորելու և խաղաղության նախաձեռնությունը խթանելու համար։ Ինչպես հաղորդել է Շվեյցարիայի հանրային SRF հեռուստաալիքը, հանձնաժողովը կստեղծի հարթակ Լեռնային Ղարաբաղի և Ադրբեջանի ներկայացուցիչների միջև երկխոսության համար։ Գաղափարն այն է, որ կազմակերպվի քննարկման ֆորում, որտեղ երկու կողմերը կարող են քննարկել հակամարտության հետևանքները և դրա լուծման հնարավոր ուղիները։

2023 թվականի աշնանը Ադրբեջանը, օգտագործելով ռազմական ուժ, լիակատար վերահսկողություն հաստատեց Լեռնային Ղարաբաղի տարածքի նկատմամբ։ Միջազգային իրավունքի համաձայն, տարածաշրջանը միշտ է եղել Ադրբեջանի մաս, սակայն տասնամյակներ շարունակ այն արդյունավետորեն վերահսկվում էր Հայաստանի կողմից և բնակեցված էր էթնիկ հայերով։

Ադրբեջանական զորքերի առաջխաղացումից հետո ողջ հայ բնակչությունը վտարվեց տարածաշրջանից։ Տարբեր գնահատականներով, մոտ 150000 մարդ է փախել Հայաստան։ Մարդու իրավունքների պաշտպանությամբ զբաղվող կազմակերպությունները տեղի ունեցածը անվանում են էթնիկ զտում։ Միջազգային դատարանն արդեն իսկ պարտավորեցրել է Ադրբեջանին՝ ապահովել տեղահանված անձանց կամավոր և անվտանգ վերադարձը։

Այս իրադարձություններին ի պատասխան՝ Բեռնում ստեղծվել է խորհրդարանական հանձնաժողով, որը կոչ է անում Շվեյցարիային ակտիվ դեր խաղալ խաղաղության գործընթացում և նպաստել հայերի վերադարձին Լեռնային Ղարաբաղ: Հանձնաժողովը աջակցություն է ստացել ինչպես Ազգային խորհրդից, այնպես էլ Կանտոնների խորհրդից (խորհրդարանի մեծ և փոքր պալատներ): Երկու պալատներն էլ արդեն ընդունել են համապատասխան բանաձևեր՝ չնայած կառավարության առարկություններին։ Շվեյցարիայի կառավարությունը զգուշացրել է, որ միջազգային համաժողովի կազմակերպումն առանց հակամարտող երկու կողմերի հստակ խնդրանքի կարող է հակաարդյունավետ լինել: Միևնույն ժամանակ, Դաշնային դեպարտամենտը (արտաքին գործերի նախարարությունը) ընդգծել է, որ Շվեյցարիան պատրաստ է նպաստել Ադրբեջանի և Հայաստանի միջև երկխոսությանը, եթե երկու կողմն էլ ցանկանա: Բացի այդ, պաշտոնական Բեռնը նաև կոչ է արել ապահովել տեղահանված հայերի՝ տարածաշրջան անվտանգ վերադառնալու իրավունքը: 2026 թվականին Շվեյցարիան կնախագահի ԵԱՀԿ-ում, և այդ հարթակը կարող է օգտագործվել Լեռնային Ղարաբաղից փախստականների ճակատագրի հետ կապված հարցերը քննարկելու համար: Սակայն Բաքվից զիջումներ ստանալը դժվար կլինի, Ադրբեջանը մնում է աշխարհաքաղաքական առումով կարևոր և տնտեսապես ազդեցիկ պետություն, որը կառավարվում է ավտորիտար ռեժիմով, բացի այդ, երկիրը ունի զգալի ռազմական ներուժ։
