ՔՊ-ում կոնսենսուս չկա փողով ծառայությունից ազատվելու նախագծի շուրջ

Խորհրդարանում երեկ փակ հանդիպում է տեղի ունեցել «Քաղաքացիական պայմանագրի» պատգամավորների ու պաշտպանության նախարար Սուրեն Պապիկյանի միջև։ Հանդիպումը տևել է գրեթե 5 ժամ և քննարկել են բանակից փողով ազատվելու նախագիծը։ Հիշեցնենք, պատգամավոր Հայկ Սարգսյանն առաջարկում է ծառայությունից փողով խուսափելու ճանապարհն օրինականացնել՝ 24 միլիոն դրամ վճարել ու 1 ամիս ծառայել, 18 միլիոն դրամով էլ՝ 4 ամիս։ Քաղաքացիությունից հրաժարվելու համար էլ 15 միլիոն դրամ տուրք վճարել, քանի որ ըստ պատգամավորի հիմնականում ծառայությունից խուսափելու նպատակով են հրաժարվում քաղաքացիությունից։ Ստացվող գումարներով առաջարկվում է մեծացնել պայմանագրային ծառայողների քանակը։

Նախագծին դեմ են ոչ միայն հանրային լայն շերտերը, փորձագետները, հասարակ քաղաքացիները, այլև նույնիսկ դժգոհության մեծ ալիք է բարձրացել նաև իշխող ուժի՝ «Քաղաքացիական պայմանագրի» շրջանակներում։ Երեկ տեղի ունեցած հանդիպումն էլ չի փարատել պատգամավորների դժգոհությունները, որոնք նախագիծը համարում են խնդրահարույց, ընդ որում ոչ միայն զինված ուժերի և պետության, այլ նաև սեփական կուսակցության վարկանիշի մասով։

Այն, որ խնդիրներ կան նախագծի հետ, չի հերքել Ազգային ժողովի պաշտպանության և անվտանգության հարցերի հանձնաժողովի փոխնախագահ Արմեն Խաչատրյանը։ Նախօրեին հենց նրա նախաձեռնությամբ էր քննարկումը դադարեցվել։ Երեկ էլ Խաչատրյանը հայտարարել է, թե ոչ միայն իր, այլ նաև հասարակության համար արժեհամակարգային խնդիր կա, մոտեցումներ կան, որոնք անընդունելի են։ Պատգամավորը չի բացառել, որ հնարավոր է օրենքի նախագիծն ընդհանրապես ետ կանչվի, ուղարկվի լուրջ լրամշակման և հանրային քննարկման, իսկ օրինագիծը խորհրդարան է ներկայացվել առանց հանրային քննարկման դնելու։

ՔՊ-ում հրաշալի հասկանում են, որ այս օրենքը կարող է դառնալ իրենց համար վերջի սկիզբը, քանի որ խարխլելու է հնարավոր ամեն ինչ, և այժմ փորձում են հետդարձի մեթոդներ մշակել, ցույց տալ, թե իբր պայքարում են օրենքի դեմ, առավել ևս, որ լավ հնարավորություն է թուլացնելու պաշտպանության նախարարի դիրքերը։
