Նարեկ Սարգսյանը Ֆեյսբուքյան իր էջում գրում է.

Էներգետիկ անվտանգության և կենսունակության ապահովման համար շատ կարևոր է ինչպես էներգոհամակարգի արտադրական հզորությունների զարգացումը, այնպես էլ նոր էլեկտրակայանի կառուցումը:

ՀՀ գործադիր մարմնի կողմից հավանության է արժանացել Լոռվա մարզի Վանաձոր քաղաքի մոտակայքում նոր էլեկտրակայանի կառուցման ծրագիրը: 
Էկեկտրակայանի հզորությունը կկազմի 234 ՄՎտ, և այն կլինի ոչ պակաս 50,5% ընդհանուր ՕԳԳ ապահովող էլեկտրաէներգիա արտադրող կայան:
Համաձայնագրով մասնավոր կազմակերպությունը պարտավորվում է 4 ամսվա ընթացքում ստուգել էլեկտրակայանին վերաբերվող նախագծի իրականալիությունը և նախագծի իրականացման դեպքում Հայաստանում կհիմնի առևտրային կազմակերպություն, որի հետ կկնքվի էլեկտրակայանի կառուցման վերջնական պայմանագիր:

Մասնավոր կազմակերպությունը պարտավորվում է պայմանագրի կնքման պահից 30 ամսվա ընթացքում իր հաշվին կառուցել Էլեկտրակայանը, իսկ ՀՀ կառավարությունը պարտավորվում է Էլեկտրակայանը կառուցելուց հետո 20 տարուց ոչ պակաս ժամանակահատվածում երաշխավորել էլեկտրաէներգիայի արտադրության համար Էլեկտրակայանին անհրաժեշտ գազի մատակարարումը:

Ոչ պակաս կարևոր է այն, որ կառուցող կազմակերպությունը արտադրված էլեկտրաէներգիան ամբողջովին վաճառելու է գործադիր մարմնին:
Էժան էլեկտրաէներգիայից զատ կարևոր է նաև այն, որ նոր էլեկտրակայանի կառուցումը հնարավորություն կտա բացել նոր աշխատատեղեր: Ինչպես ասում են ՝ մեկ կրակոցով երկու նապաստակ:
