ՄԻՊ-ը կրկին հայտարարել է՝ ատելության խոսքի դեմ պետք է պայքարել

Մարդու իրավունքների պաշտպան Անահիտ Մանասյանը մայիսի 27-ին բացման խոսքով է հանդես եկել բարձրագույն կրթության ոլորտում ատելության խոսքի դեմ պայքարին նվիրված կլոր-սեղան քննարկմանը:
Միջոցառումը տեղի է ունեցել Հայաստանում Ֆրանսիական համալսարանում, կազմակերպվել է Մարդու իրավունքների պաշտպանի հաստատության, ՀՖՀՀ և «Հավասարության խթանումը և խտրականության բացառումը Հայաստանում» ծրագրի սերտ համագործակցությամբ: Ծրագիրը համաֆինանսավորվում է Եվրոպական միության և Եվրոպայի խորհրդի կողմից, իրականացվում է ԵԽ-ի կողմից՝ նրանց համատեղ «Գործընկերություն հանուն լավ կառավարման» ծրագրային ձևաչափի շրջանակներում:
Մասնակցել են պետական մարմինների ներկայացուցիչներ, Եվրոպայի խորհրդի գործընկերներ, ուսումնական հաստատությունների ներկայացուցիչներ, ուսանողներ։ Ուսանողների համար անցկացվել է նաև դասախոսություն ատելության խոսքի դեմ պայքարի վերաբերյալ` ԵԽ միջազգային փորձագետ Ֆեդերիկո Ֆալոպպայի կողմից։
Իր խոսքում Պաշտպանը նշել է, որ ատելության խոսքի դեմ պայքարն անհրաժեշտ է իրականացնել ոչ միայն իրավական պատասխանատվության գործիքներով, այլև կրթական համակարգում կառուցողական երկխոսության հարթակ ձևավորելու միջոցով։
«Մեր իրականացրած մշտադիտարկումները վկայում են, որ բազմաթիվ դասախոսներ և մասնագետներ օգտագործում եմ այնպիսի հրապարակային խոսույթ, որը պարունակում է խտրական և ատելության խոսքի տարրեր: Սրա դեմ միանշանակ պետք է պայքարել»,- նշել է Անահիտ Մանասյանը։
Պաշտպանը հատուկ ընդգծել է, որ կրթական ծրագրերը չեն պարունակում իրավահավասարության, հակախտրականության ոլորտի և ատելության խոսքի վերաբերյալ բավարար տեղեկատվություն։ Նրա համոզմամբ՝ խնդիրը հաճախ պայմանավորված է ոչ թե մարդկանց՝ ատելություն տարածելու ցանկությամբ, այլ համապատասխան գիտելիքի պակասով։ Եթե կրթական համակարգում առկա բացերը լրացվեն, դա կնպաստի նաև հանդուրժողականության և համերաշխության մթնոլորտի ձևավորմանը։
Անահիտ Մանասյանը կարևորել է նաև ակադեմիական համայնքի համար վարքագծի կանոնների և էթիկական չափանիշների հստակ ամրագրումը՝ նշելով, որ մի շարք բուհերում դրանք արդեն առկա են, սակայն պրակտիկայում դեռևս լայն կիրառում չեն ստանում և էթիկական ստանդարտների պահպանման նկատմամբ չկա պատշաճ վերահսկողություն։
Ավարտելով խոսքը՝ Պաշտպանն իր շնորհակալությունն է հայտնել տեղական և միջազգային գործընկերներին՝ մարդու իրավունքների պաշտպանության այս կարևոր ոլորտում համատեղ աշխատանքների և աջակցության համար։
«Մենք խոսում ենք մի ոլորտի մասին, որտեղ խնդիրները միայնակ հաղթահարելը գրեթե անհնար է։ Ուրախալի է, որ ունենք ինչպես արդյունավետ համագործակցություն, այնպես էլ ամուր հանձնառություն՝ ատելության խոսքի դեմ պայքարում», — նշել է Պաշտպանը։

և մարդկային արժանապատվության գլխավոր տնօրինության խտրականության դեմ պայքարի վարչության խտրականության դեմ համագործակցության բաժնի ղեկավար Անգելա Լոնգոն:
