«Երևանյան երկխոսություն» միջազգային համաժողովի շրջանակներում Նիկոլ Փաշինյանը հերթական խնդրահարույց հայտարարությունն է արել, վստահեցրել, որ եթե Սահմանադրական դատարանը որոշի, որ խաղաղության պայմանագիրը չի համապատասխանում Հայաստանի Սահմանադրությանը, ապա այդ դեպքում կնախաձեռնի սահմանադրական փոփոխություններ, կհամոզի Հայաստանի ժողովրդին, որ դա պետք է երկարատև խաղաղության համար։

Փաշինյանն, իհարկե, քիչ հավանական է համարում, որ դատարանը խաղաղության պայմանագրի տեքստը հակասահմանադրական կճանաչի, հատկապես Հայաստանի և Ադրբեջանի սահմանազատման հանձնաժողովների համատեղ գործունեության կանոնակարգի վերաբերյալ եզրակացությունից հետո, բայց, ինչպես ինքն է ասում, «դատարանը դատարան է»։ «Եվ եթե Սահմանադրական դատարանը որոշի, որ խաղաղության պայմանագիրը չի համապատասխանում մեր Սահմանադրությանը, այդ դեպքում ես կնախաձեռնեմ սահմանադրական փոփոխություններ»,-ասել է Փաշինյանը։

Փաստացի, Փաշինյանը սահմանադրական փոփոխություններն ամեն գնով անցկացնելու է, անկախ նրանից, թե ի՞նչ վերաբերմունք ունի ՀՀ քաղաքացին այդ նախագծի նկատմամբ։ Միևնույն ժամանակ, իշխանությունները հասկանում են, որ առանց լուրջ վարչական, քրեական և ֆինանսական ռեսուրսների չարաշահման ոչ միայն Սահմանադրության նախագիծն անցկացնել հնարավոր չի լինելու, այլ նաև մազից կախված է լինելու գործող իշխանության հետագա ճակատագիրը։

Ուստի, այժմ «Քաղաքացիական պայմանագրում» մտածում են, թե որտեղից հավելյալ ռեսուրսներ կարողանան ներգրավել փորձելո՞ւ են ընդհուպ պայմանավորվածությունների հասնել և արտոնություններ տրամադրել տարբեր օլիգարխների՝ համոզելով, որ նրանց վրայից կհանեն ապօրինի գույքի բռնագանձման բոլոր հայցերը, եթե խոստանան աջակցություն և որոշակի թիվ էլ ապահովեն իշխանության հանրաքվեի և խորհրդարանական ընտրությունների համար։
