«Փաստ» օրաթերթը գրում է.
newsinfo.ru–ն «ՀԱՊԿ–ը պատրաստ էր օգնել, բայց Հայաստանը ընտրեց այլ ուղի. ի՞նչ է դա նշանակում» վերնագրով հոդվածում գրում է, որ երբ 2022 թվականին Հայաստանի և Ադրբեջանի միջև հարաբերությունները կրկին վատթարացան, միջազգային ասպարեզում սկսվեցին մի շարք բարդ դիվանագիտական մանևրներ։ Ընդ որում, Մոսկվան վստահեցնում է, որ կատարել է Հայաստանի նկատմամբ պարտավորությունների իր մասը։ Ռուսաստանի արտաքին գործերի նախարար Սերգեյ Լավրովը կարծում է, որ ՀԱՊԿ-ի հասցեին ուղղված քննադատությունն անարդար է։ «Մասնավորապես անմիջապես հաջորդեց արձագանքը, որը համապատասխանում էր Հավաքական անվտանգության պայմանագրի կազմակերպության շրջանակներում Հայաստանի նկատմամբ մեր պարտավորություններին», - ասել է նա։ Լավրովի խոսքով, ՀԱՊԿ-ի առաջապահ խումբը՝ կազմակերպության գլխավոր քարտուղարի հետ միասին, անմիջապես մեկնել էր Հայաստան։ Այցի արդյունքում կազմվել էր մանրամասն զեկույց, որը պարունակում էր սահմանին իրավիճակը կայունացնելու համար դիտորդական առաքելություն ուղարկելու առաջարկներ։ Ընդ որում, ըստ Լավրովի, կողմերը համաձայնության էին եկել համաձայնագրի տեքստի շուրջ, և առավոտյան այն արդեն ՀԱՊԿ երկրների ղեկավարների սեղաններին էր։ Սակայն, երբ ստորագրման պահը հասավ, հայկական կողմը, նախարարի խոսքով, առաջարկեց հետաձգել փաստաթղթի ընդունումը։ Եվ այդ քայլի պատճառները դեռևս լիովին պարզ չեն։ ՀԱՊԿ-ի հետ կապված ուշացումից կարճ ժամանակ անց էլ՝ 2022 թվականի նոյեմբերին, հայտնվեց լուր Հայաստանում եվրոպական առաքելության մեկնարկի մասին։ Միաժամանակ հայտարարվեց, որ Լեռնային Ղարաբաղի ապագա կարգավիճակը կորոշվի 1991 թվականի Ալմաթիի հռչակագրի համաձայն։ Եվ դա է գլխավոր կետը. այդ փաստաթղթի համաձայն, վիճարկվող տարածաշրջանը պաշտոնապես համարվում է Ադրբեջանի մաս։
