Ադրբեջանը բարձրաձայնում է իր չորրորդ պահանջը

Ադրբեջանն այլևս չի թաքցնում իր ցանկությունները և պահանջները։ Թուրքիայում օրերս կազմակերպված, այսպես կոչված՝ «Արևմտյան Ադրբեջանի» բնակչությանը վերաբերող համաժողով են գումարել, որին ուղերձ է հղել նաև Ադրբեջանի նախագահը։ Ըստ նրա՝ այդ հարցը չի վերանա Ադրբեջանի օրակարգից, քանի դեռ տեղի չի ունեցել «արևմտյան ադրբեջանցիների» վերադարձը, և այդ ցանկությունը չի նշանակում տարածքային պահանջներ Հայաստանի նկատմամբ։

«Ուզում եմ մասնավորապես ընդգծել, որ արևմտյան ադրբեջանցիների վերադարձի ցանկությունը չի նշանակում տարածքային պահանջ Հայաստանի նկատմամբ, և Հայաստանը պետք է ձեռնպահ մնա այդ ցանկությունն այս տեսքով ներկայացնելուց։ Այդ հարցը չի հանվի Ադրբեջանի օրակարգից, քանի դեռ չի իրականացվել վերադարձը։ Անշուշտ, անվտանգության երաշխիքներ պետք է տրամադրվեն նաև իրենց հայրենիք վերադարձող արևմտյան ադրբեջանցիներին»,- ասվում է Ալիևի ուղերձում։

Խաղաղության պայմանագրի համաձայնեցումից հետո Ադրբեջանն արդեն փաստացի 4-րդ պահանջն է առաջ քաշում, ընդ որում բավականին կոշտ շեշտադրումներով։ Ու նախօրեին էլ Բուդապեշտում կայացած համաժողովում Ալիևը հայտարարել է, թե Հայաստանը վաղ թե ուշ ստիպված է լինելու ընդունել Ադրբեջանի բոլոր պահանջները։ Այս կերպ Բաքուն պարզորոշ հասկացնում է, որ որևէ կերպ չի հրաժարվելու իր պահանջներից, ավելին գնալով այդ պահանջներն ավելի ու ավելի լկտիանալու և վտանգավոր են դառնալու։ Մինչ այդ Հայաստանի գործող իշխանությունները կամ չեն արձագանքում Ադրբեջանի պահանջներին, կամ էլ կեսբերան մեղմորեն հակադարձում են՝ ավելի խորացնելով կասկածները։

Նիկոլ Փաշինյանի խաղաղության օրակարգն իսպառ տապալվել է և նույնիսկ ԱՄՆ պետքարտուղար Մարկո Ռուբիոն է արձանագրում, որ դեռևս ռազմական էսկալացիայի վտանգ կա։ Կոնգրեսի արտաքին հարաբերությունների հանձնաժողովի լսումների ժամանակ պետքարտուղարը հայտարարել է. «Մեր հիմնական ուշադրությունը կենտրոնացած է Ադրբեջանի և Հայաստանի միջև խաղաղություն հաստատելու վրա։ Կա իրական վտանգ, որ կարող է տեղի ունենալ հակամարտություն, որը մենք փորձում ենք կանխել։ Մեր թիմերը շատ ակտիվ ներգրավված են այդ գործընթացում՝ փորձելով դա իրականություն դարձնել և կանխել հնարավոր ռազմական միջամտությունն այնտեղ։ Իհարկե, այդ զրույցների համատեքստում բանտարկյալների և մարդու իրավունքների հարցերը կարևորագույն նշանակություն ունեն»։

Սա փաստացի վկայում է, որ նույնիսկ միջազգային հանրությունն է արձանագրում Նիկոլ Փաշինյանի խաղաղության օրակարգի տապալումը։
