trt.global-ը «ԵՄ, թե՞ ԵԱՏՄ. ո՞ւր է գնում Հայաստանը» վերնագրով հոդվածում գրում է, որ Հայաստանը դիվերսիֆիկացնում է իր ներուժը անվտանգության, տնտեսության և էներգետիկայի ոլորտներում։ Արդյո՞ք կկարողանա Հայաստանը դիվերսիֆիկացնել իր տնտեսությունը և լիովին հեռանալ Ռուսաստանից, trt. global-ի հետ զրույցում պարզաբանել է Ինտեգրացիոն հեռանկարների ուսումնասիրության կենտրոնի տնօրեն Սերգեյ Ռեկեդան։

- Հնարավո՞ր է, որ Հայաստանը նվազեցնի իր տնտեսական կախվածությունը ԵԱՏՄ-ից։

- Հայաստանի և ԵԱՏՄ-ի միջև հարաբերություններում խոսքը ոչ թե կախվածության, այլ տնտեսական նպատակահարմարության և օգուտի վրա հիմնված տնտեսական համագործակցության մասին է։ Կախվածությունը ենթադրում է ինքնիշխանության սահմանափակում կամ որոշումներ կայացնելու ունակության սահմանափակում, բայց ԵԱՏՄ-ին անդամակցությունը նման բան չի ենթադրում։ Այստեղ արժե նշել այն դրական ազդեցությունը, որը Հայաստանը ստանում է ԵԱՏՄ շրջանակներում, այն է՝ ՀՆԱ-ի և առևտրաշրջանառության աճ, այդ թվում՝ Ռուսաստանի հետ։ Հայաստանը քննարկում է ԵՄ-ի հետ ինտեգրման հնարավորությունը, և Երևանն ազատ է ինքնուրույն որոշելու, թե որ տնտեսական համայնքում է նախընտրում լինել։

- Բայց արդյո՞ք կա դիվերսիֆիկացման հնարավորություն։

- Բոլոր ձվերը մեկ զամբյուղի մեջ չդնելը ցանկացած պետության պրագմատիկ ցանկությունն է։ Սակայն այստեղ կարևոր է նշել, որ այն երկրների առումով, որոնց հետ Հայաստանը լավ կապեր ունի, հարաբերություններ կառուցելն ավելի հեշտ է կրկին ԵԱՏՄ-ի միջոցով։ Դրանց թվում են, այսպես կոչված, Գլոբալ հարավի երկրները, ԱՄԷ-ն նույնպես զգալի դեր է խաղում Հայաստանի առևտրաշրջանառության մեջ։

- Կարո՞ղ է դա ապահովել առևտրաշրջանառության նույն ծավալները, ինչ Ռուսաստանի հետ։

- Անհավանական է, բայց այն իսկապես կարող է որոշ չափով դիվերսիֆիկացվել։

- Իսկ եթե դրանք արևմտյան երկրներ են։

- Եթե խոսենք ԱՄՆ-ի կամ Եվրամիության երկրների մասին, ապա դժվար է առանձնացնել հայկական որևէ ապրանքային խումբ, որը կարող է լուրջ հետաքրքրություն ներկայացնել նրանց համար։ Նախ՝ Եվրամիության շուկան ներկայումս կրճատվում և լճանում է։ Մյուս կողմից՝ այն արդեն հաստատված է, ուստի նոր խաղացողների համար բավականին դժվար կլինի մուտք գործել այնտեղ։

- Կարո՞ղ ենք խոսել երկու երկրների միջև հարաբերությունների ջերմացման մասին։

–Չեմ կարծում, որ հիմա հնարավոր է խոսել ռուս-հայկական հարաբերությունների որևէ էական վերանայման մասին։ Նախկին ստատուս քվոն է մնում։ Եվ այն այսպիսի տեսք ունի. Երևանը փորձում է նվազեցնել իր մասնակցությունը եվրասիական ինտեգրացիոն միավորումներին իր համար նվազագույն կորուստներով։
