«Փաստ» օրաթերթը գրում է.

ԿԳՄՍ նախարարությունը հանրային քննարկման է ներկայացրել «ՀՀ Արարատ, Եղեգնաձոր և Մարտունի համայնքներում սիրողական սպորտի զարգացման ծրագիրը հաստատելու մասին» նախագիծը։ Ծրագրով նախատեսվում է Արարատ, Եղեգնաձոր և Մարտունի համայնքներում պետբյուջեով նախատեսված միջոցներով կառուցել «Զորախաչ» ՍՊԸ-ի պատվիրակմամբ նախագծված թվով երեք սպորտային համալիր։ Ընկերությունը մինչև 2025 թ.-ի ավարտը նախարարությանը պետք է տրամադրի նշված հասցեներում սպորտային համալիրներ կառուցելու նախագծանախահաշվային փաստաթղթերը՝ ներառյալ համապատասխան փորձաքննությունները։ Արդյունքում ձեռք բերված մեկ տիպային նախագիծը (Արարատ համայնքում կառուցվող սպորտային համալիր) կտեղակապվի նաև մյուս երկու վայրերում, ինչի արդյունքում Արարատ, Եղեգնաձոր և Մարտունի համայնքներում 2026 և 2027 թթ. կկառուցվեն սպորտային համալիրներ և կառուցված գույքի նկատմամբ կգրանցվի Հայաստանի սեփականության իրավունքը։

Ընկերության կողմից կապահովվեն միջազգային չափանիշներին համապատասխան սպորտային և անհրաժեշտ այլ գույքի և սարքավորումների գնումը և կառուցված սպորտային համալիրների ամբողջովին կահավորումը, որի փաստացի արժեքի 70 տոկոսը կփոխհատուցվի պետբյուջեով (ձեռք բերված գույքի 70 տոկոսը կհանդիսանա պետական սեփականություն, 30 տոկոսը՝ ընկերության սեփականություն)։ Գույքի թարմացումը կիրականացվի միջինում 10 տարին մեկ անգամ՝ ծախսերն իրականացնելով նույն սկզբունքով։ Նախատեսվում է Արարատ, Եղեգնաձոր և Մարտունի համայնքներում կառուցված սպորտային համալիրները մինչև 2027 թ.-ի ավարտը հավատարմագրային կառավարման հանձնել ընկերությանը:

Նպատակը յուրաքանչյուր խոշորացված համայնքում տիպային մարզակառույցի առկայությունն է, որն անպայման պետք է ներառի լողավազան և ֆիթնես սրահ։ Ծրագրի իրականացման արդյունքում հնարավորություն կլինի մասնավոր հատվածի ներգրավմամբ ստանալ լրացուցիչ ֆինանսական աջակցություն, որն անհրաժեշտ է սպորտային ենթակառուցվածքների զարգացման, մարզահանդերձանքի, մարզական սարքավորումների ձեռքբերման և մրցումների կազմակերպման համար, ինչը կբարելավի պայմանները սիրողական մարզիկների համար:

Ծրագիրը թույլ կտա կազմակերպել ավելի շատ մարզական միջոցառումներ, սիրողական լիգաներ, փառատոններ և առողջ ապրելակերպի խթանման ծրագրեր՝ ակտիվացնելով ոչ միայն մարզիկների, այլև բնակիչների մասնակցությունը՝ նպաստելով առողջ ապրելակերպի մշակույթի ձևավորմանը (այդ թվում՝ ֆիզիկական ակտիվության խթանմանը, առողջական խնդիրների կանխարգելմանը և ընդհանուր առողջապահական ծախսերի նվազմանը):

Արդյունքում սպորտային ենթակառուցվածքների զարգացումը կնպաստի տեղական բիզնեսների աճին (սպորտային խանութներ, սննդի կետեր, տրանսպորտային ծառայություններ), ինչպես նաև տուրիզմի խթանմանը՝ եթե սպորտային միջոցառումները գրավեն միջազգային ուշադրություն։
