ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմում պարբերաբար տեղեկություններ են ստացվում տարբեր հանգամանքներով պայմանավորված՝ հանրակրթական ուսումնական հաստատություններում դասապրոցեսի բնականոն ընթացքի խաթարումների, ուսուցիչ-աշակերտ-ծնող հարաբերություններում անհանդուրժողականության դրսևորումների վերաբերյալ:
Մարդու իրավունքների պաշտպանի աշխատակազմում սոցիալական ցանցերի և զանգվածային լրատվության միջոցների հրապարակումների մշտադիտարկման արդյունքում արձանագրվել է, որ Արմավիրի մարզի Փարաքար համայնքի Մերձավան գյուղի միջնակարգ դպրոցում տեղի է ունեցել միջադեպ, որի ժամանակ որոշ ուսուցիչների, աշակերտների և ծնողների կողմից պատմության ուսուցչի նկատմամբ դրսևորվել է անթույլատրելի վերաբերմունք՝ ատելության խոսքի լայն տարածմամբ:
Միջադեպի առնչությամբ համացանցում շրջանառվել են նաև երեխաների մասնակցությամբ տեսանյութեր, որոնց հետագա տարածումը կարող է թիրախավորել երեխաներին: Երեխաների թիրախավորումը Պաշտպանն անթույլատրելի է համարում:
Պաշտպանը խիստ մտահոգիչ է համարում նաև այն, որ այս բոլոր գործընթացներում չեն ապահովվում երեխաների կրթության և անվտանգ միջավայրում ապրելու և զարգանալու, մանկավարժական աշխատողի` մասնագիտական վարկանիշն ու արժանապատվությունը նսեմացնող գործողություններից պաշտպանված լինելու իրավունքը:
Մարդու իրավունքների պաշտպանը խիստ կարևորում է պետության կողմից հանրակրթության բնագավառում անհատի և հասարակության անվտանգության և կայուն զարգացման ապահովման երաշխավորումը:
Պաշտպանն ընգծում է, որ ատելության խոսքի ցանկացած դրսևորում, այդ թվում՝ էթնիկ կամ ազգային պատկանելության հիմքով, պետք է բացառվի խոսույթից և կոչ է անում զերծ մնալ ատելություն, անհանդուրժողականություն քարոզող արտահայտություններից և վարքագծից հատկապես հանրակրթական ուսումնական հաստատություններում:
Միաժամանակ, Պաշտպանը հորդորում է Մերձավանի միջնակարգ դպրոցի միջադեպի վերաբերյալ երեխաների մասնակցությամբ նյութերի հրապարակման և տարածման գործընթացում առաջնորդվել բացառապես անձնական տվյալների պաշտպանության վերաբերյալ միջազգային և ներպետական չափորոշիչներով, առաջնահերթություն տալ երեխայի լավագույն շահին և երեխային չվնասելու սկզբունքին:
