Էլեկտրոկայանների քանակի ավելացումն ազդակ է էներգետիկ անվտանգության ամրապնդման համար: Այսօր գործադիրը հավանություն է տվել Վանաձորի մոտակայքում գազային նոր էլեկտրակայան կառուցելու և շահագործելու վերաբերյալ փոխըմբռնման հուշագրի կնքման համար: Վերջինս ստորագրվելու է ՀՀ կառավարության՝ Էներգետիկայի ու բնական պաշարների նախարարության և «Գրեյնջ Փաուեր» ՍՊԸ­-ի միջև, որով էլ կողմերը կհաստատեն Էլեկտրակայանի նախագծի իրականացման նպատակով համագործակցելու իրենց փոխադարձ հետաքրքրությունը: Նշված կայանը կլինի 234 ՄՎտ ընդհանուր հզորությամբ և ոչ պակաս 50,5 տոկոս ընդհանուր ՕԳԳ ապահովող էլեկտրաէներգիա արտադրող: Ծրագրի արժեքը կկազմի 220 մլն դոլար:

Ստորագրվելիք հուշագրի համաձայն` «Գրեյնջ Փաուեր» ՍՊԸ-­ն պարտավորվելու է 4 ամսվա ընթացքում ստուգել Էլեկտրակայանին վերաբերվող նախագծի իրականալիությունը և ձեռնարկել բոլոր միջոցները համապատասխան ֆինանսական գործիքներ սահմանելու համար՝ ստուգելով դրանց իրականալիությունը: Ինչպես նաև նախագծի իրականացման նպատակահարմարության դեպքում՝ «Գրեյնջ Փաուեր»­ը ՀՀ-­ում կհիմնի առևտրային կազմակերպություն, որի հետ կկնքվի Էլեկտրակայանի կառուցման վերջնական պայմանագիր: Իսկ ՀՀ կառավարությունը համաձայնագրի համաձայն կաջակցի Գրեյնջ Փաուեր­ին ձեռք բերել հողատարածք՝ Էլեկտրակայանի կառուցման համար՝ ՀՀ Լոռվա մարզի Վանաձոր քաղաքի մոտակայքում: Բացի այդ, մասնավոր ընկերությունը պարտավորվելու է պայմանագրի կնքման պահից 30 ամսվա ընթացքում իր հաշվին կառուցել Էլեկտրակայանը:

Հարկ է նշել նաև, որ կառավարությունը պարտավորվում է Էլեկտրակայանը կառուցելուց հետո 20 տարուց ոչ պակաս ժամանակահատվածում երաշխավորել էլեկտրաէներգիայի արտադրության համար Էլեկտրակայանին անհրաժեշտ գազի մատակարարումը (1000 խմ համար 230,8167 ԱՄՆ­ի դոլար գնով՝ գումարած ՀՀ–ում գործող հարկերը, տուրքերը և այլ վճարումները):

Նախատեսվում է, որ արտադրված ողջ էլեկտրաէներգիան վաճառվելու է ՀՀ կառավարությանը, իսկ վերջինս՝ երաշխավորելու է դրա ձեռք բերումը՝ 6,62 ԱՄՆ դոլար գնով՝ գումարած ԱԱՀ­-ն և ցանկացած լրացուցիչ ուղղակի հարկ կամ տուրք: Այս ծրագիրը կարևոր է հատկապես էներգետիկ անվտանգության տեսանկյունից: Բացի անվտանգությունից, ինչպես տեսնում ենք մեծ ներդրումային ծրագիր է:
