ANALYSIS
Հայաստանի Սահմանադրության 1-ին հոդվածն ասում է, որ Հայաստանի Հանրապետությունն ինքնիշխան, ժողովրդավարական, սոցիալական իրավական պետություն է։ Հատկապես սոցիալական ուղղվածությունն ընդգծվում է Սահմանադրության մեջ, բայց այն, ինչ անում են գործող իշխանությունները Հայաստանի քաղաքացիների նկատմամբ, որևէ կերպ չի տեղավորվում սոցիալական պետության գաղափարի մեջ։
Հայաստանում շարունակում են օրինականացնել պարտադիր զինվորական ծառայությունից խուսափելը՝ խորացնելով սոցիալական բևեռացումը։ «Քաղաքացիական պայմանագիր» կուսակցության պատգամավոր Հայկ Սարգսյանը նոր նախագիծ է ներկայացրել, որով հնարավոր է որոշ գումար վճարելով, խուսափել ծառայությունից։ Մասնավորապես, ըստ այդ նախագծի, ժամկետային զինծառայողները կունենան ընտրության մի քանի հնարավորություն՝ ծառայել 24 ամիս և ստանալ բարձր դրամական ապահովություն, ծառայել 6 ամիս և պետական բյուջե վճարել 15 միլիոն դրամ, ծառայել 1 ամիս և պետբյուջե վճարել 20 միլիոն դրամ։ Նախագծով առաջարկվում է նաև ժամկետային զինվորական ծառայության սահմանային տարիքը 27-ից դարձնել 37։
Որ զորակոչի հարցում զգալի խնդիրներ կան, գաղտնիք չէ, միշտ էլ գումարով հնարավոր է եղել խուսափել ծառայությունից, բայց դա արվել է ապօրինի եղանակներով, իսկ փաշինյանական իշխանությունն այժմ պարզապես օրինականացնում է ծառայությունից խուսափելը։ Շատերը փոխկապակցված գործող իշխանությունների հետ կամ էլ փող ունեցողներ իրենց որդիներին չեն ուղղրակի ծառայության։ Արդյունքում, ինչպես միշտ, թշնամու գնդակի տակ են հայտնվելու խոցելի խավերի երեխաները, որոնց ծնողները չեն կարողանա գումար վճարել նրանց ծառայությունից ազատելու համար։ Սա ևս մեկ միջոց է Հայաստանը դեպի կործանում տանելու։
