60-65 տարեկանների քվեից կզրկվեն, եթե թոշակի տարիքը բարձրացնեն

ՔՊ-ի նախաձեռնությունների մի մասը հակասոցիալական բնույթ է կրում։ Ասում են, թե ՔՊ-ն մտադիր է լուրջ փոփոխություններ կատարել «Պետական կենսաթոշակների մասին» օրենքում, որտեղ կան հնացած և տարընթերցում առաջացնող հոդվածներ։
Օրինակ՝ օրենքի հոդված 9-ով սահմանվում են «տարիքային աշխատանքային կենսաթոշակ նշանակելու պայմանները և ժամկետը։
1. Տարիքային աշխատանքային կենսաթոշակ նշանակվում է 63 տարին լրացած անձին, եթե նա ունի առնվազն 25 տարվա աշխատանքային ստաժ։
2. 63 տարին լրացած անձին տարիքային աշխատանքային կենսաթոշակ նշանակվում է նաև 25 տարվա աշխատանքային ստաժից պակաս ստաժի առկայության դեպքում, եթե նա ունի առնվազն 10 օրացուցային տարվա աշխատանքային ստաժ»։
Այսպիսով՝ մտահոգություն է առաջացում, որ 63 տարեկան լրացած որոշ մարդկանց չեն տալու կենսաթոշակ, քանի որ նրանք չունեն 25 տարվա ստաժ։ Առավել մեծ վախեր ունեն նրանք, որոնք նույնիսկ 10 օրացուցային տարվա ստաժ չունեն։ Եվ վերջիններս ստիպված պետք է սպասեն մինչև լրանա նրանց 65 տարին, որ թոշակ ստանան։
Սա էլ ամենը չէ։ Հանրային մտահոգություն է տարածվում, թե իշխանությունները մտադիր են թարմացնել օրենքն ու բարձրացնել կենսաթոշակի տարիքը՝ բոլորի համար սահմանելով 65 տարին։ Այս մտահոգությունն անհիմն չէ։ Ժողովրդի ընդհանուր ծերացումը և տնտեսության զարգացման հեռանկարի բացակայությունը բավարար հիմքեր են։ Վերջին շրջանում թոշակների բարձրացում չի արվում ու չի նախատեսվում։ Ասում են՝ բյուջեում փող չկա։ Արտաքին պարտքի մի մասն ուղղվում է բյուջետային ծախսերին։ Իշխանությունները բյուջեն խնայելու խնդիր ունեն։ Էլ ո՞ւմ հաշվին պետք է խնայեն, եթե ոչ թոշակառուների։
ՔՊ-ական իշխանությունները վերջին շրջանում նպաստները վերանայելու ուղղությամբ քայլեր են կատարել։ Նպատակն ակնհայտ է և դարձյալ առնչվում է բյուջեն խնայելուն։ Բազաթիվ մարդիկ, որոնք ապրում էին նպաստով, զրկվել են ապրուստի միջոցից։ Նույն տրամաբանությամբ սպասվում է, որ կթիրախավորվեն տարեցները, այսինքն՝ կենսաթոշակի տարիքը կբարձրացվի։
Այսպիսի նախաձեռնությունը հակասում է սոցիալական պետության առաքելությանը։ Այսինքն՝ տարեցներին թիրախավորելուց առաջ պետք է հանեն նաև Սահմանադրության տողը, որտեղ գրված է, որ ՀՀ-ն սոցիալական պետություն է։
Կենսաթոշակի տարիքի բարձրացման փորձեր արվել են նաև եվրոպական որոշ երկրներում։ Պատճառը կրկին ընդհանուր ծերացումն է։ Այսպիսի հակասոցիալական քայլերը զանգվածային դժգոհություն են առաջացնում այդ երկրներում։ Թոշակի տարիքի բարձրացումը դժգոհություն կառաջացնի նաև ՀՀ տարեց քաղաքացիների շրջանում, որը կարտահայտվի գալիք ընտրություններում։ Առանց այն էլ ՔՊ-ի հեղափոխական վարկանիշից բան չի մնացել։ Եթե թոշակի տարիքն էլ բարձրացնեն, ապա 60-65 տարեկանների քվեից կզրկվեն առաջիկա ԱԺ ընտրություններում։ Նկատենք, որ ըստ հարցումների՝ այս տարիքային շերտում ՔՊ համակիրներն ամենաշատն են։
Կարճ ասած՝ թոշակի տարիքը բարձրացնելը ոչ միայն անարդար կլինի, այլև ռիսկային։ Իշխանություններն անուղղակի կհրահրեն սոցիալական բունտեր տարեցների, նրանց իրավունքների պաշտպանների, սոցիալական պետության ջատագովների կողմից։ Եվ չի բացառվում, որ Փաշինյանը կօգտվի առիթից ու հրաժարական կտա։
