Իմպիչմենտի պրոցեսի շուրջ բանավեճը շատ ավելի խոր պրոբլեմ է ձևակերպում, քան՝ ստորագրություններ հավաքել-չհավաքելու դիլեման։ Այս խորհրդարանը վաղուց սպառված է, ինչն իրենով արդեն մեծ ռիսկ է, որովհետև այն իր գոյությունը չի դադարեցնում, բայց իշխանության այս որակի և արտաքին այս վտանգների պայմաններում դեռ մեկ տարի պետք է աշխատի։ Այս մասին գրել է «Այլընտրանքային նախագծեր» խմբի անդամ Վահե Հովհաննիսյանը:

«Հայաստանի կենսական անհրաժեշտությունն է պահանջում, որ երեք խմբակցությունների քաղաքական ստատուս քվոն փոխվի։ Նոր քաղաքական իրականության հաստատումը երկրում նոր մթնոլորտ կստեղծի և հետպատերազմյան վերականգնման նոր, իրական հնարավորություն։

  • Սա այն ԱԺ-ն է, որը Արցախի շրջափակման 9 ամիսների ընթացքում ոչ մի բան չարեց պրոցեսներ գեներացնելու համար, չարեց որևէ փորձ՝ երկրում իրավիճակ փոխելու համար, ինչը միակ շանսն էր՝ Արցախում պլանավորված հայաթափման սցենարը կասեցնելու։
  • Այն ԱԺ-ն է, որն Արցախի կորստից մեկ շաբաթ առաջ ու մեկ շաբաթ հետո հանգիստ աշխատում էր։
  • Այս խորհրդարանը ձևավորվել է պատմական ա´յլ իրավիճակում, երբ կար հայկական Արցախ, և հանգիստ շարունակել է աշխատել բոլորովին այլ պատմական պայմաններում, երբ Արցախն այլևս չկար։ Սա պատմական անոմալիա է, որը շատ երկար է հիշվելու։ Այսինքն կարելի է կորցնել հայրենիքի հատվածներ ու երկրում բան չփոխվի՞, շարունակել հանգիստ, «կառուցողական» օրենսդիր աշխատա՞նքը։

2021թ-ից հետո բոլոր խոշոր շարժումների անհաջողության հիմնական պատճառներից մեկը եղել է միտինգային հարթակի, հրապարակի և ԱԺ-ի աններդաշնակությունը։ Հարթակն այլ բան էր ասում, հրապարակն այլ բան էր ակնկալում, իսկ ԱԺ-ն աշխատում էր իր հանդարտ օրակարգով։ Սա թույլ չտվեց ունենալ անհրաժեշտ ծավալի հասարակական կոնսոլիդացիա։ Հետևանքն այն է, որ այս խորհրդարանը վաղուց  կապ չունի լայն հասարակության, նրա տարբեր շերտերի հետ։ Ինքն իր համար խորհրդարան է։

Իշխանություններն ակնհայտ սպառված են, բայց փոփոխություններ տեղի չեն ունենում։ Սա ուղղակի գոռում է այն մասին, որ պետք է ավարտել «երեք խմբակցության» քաղաքական իրականությունը Հայաստանում։

Մեր երկրին պետք է, պայմանական ասած, 4-րդ խմբակցությունը, որը նոր ալիքն է՝ նոր ասելիքով, ունի այդ ասելիքը կրողներ, և որի առաքելությունն է՝ գնալ դեպի ներքին համերաշխություն, Հայաստանի հետպատերազմյան վերականգնում։

Իսկ հիմա հարց. արդյոք հասարակությունը ներգրավվա՞ծ է որևէ հանրային-քաղաքական պրոցեսում։ Միանշանակ՝ ոչ։ Մենք հասարակությանը հեռացրել ենք իրական պրոցեսներից, ասել ենք՝ մնա մի տեղ ու սպասիր կա´մ նոր ողբերգության, կամ, եթե բախտներս բերի, փրկության։ Մենք քեզ չենք լսում, քեզնից միայն ակնկալում ենք հոծ զանգվածներ մի իքս օր, երբ քեզ ասենք։ Այդպես լուրջ գործ հնարավոր չէ անել։ Այդ պատճառով էլ հասարակությունը ո´չ իմպիչմենտի հնարավորությունից է տեղյակ, ոչ՝ արտահերթի, ոչ էլ գիտի, թե հերթական ընտրությունները երբ են լինելու։ Իրականում, իր այս վիճակով ու որակով այս խորհրդարանն իմպիչմենտի է ենթարկել հասարակությանը»:
