Միջազգային բանկերը ցանկանում են օգնություն ցուցաբերել նավթի գների խիստ անկման պատճառով տնտեսությունները հիմնականում նավթից կախված աշխարհի ամենակոռումպացված երկու երկրներին` Ադրբեջանին եւ Նիգերիային: Օգնության որոնումներում գտնվող Ադրբեջանը Արժույթի միջազգային հիմնադրամի հետ 4 մլրդ դոլար վարկ, Նիգերիան Համաշխարհային Բանկի հետ 3,5 մլրդ դոլար վարկ ստանալու շուրջ բանակցություններ են անցկացնում:
Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, հայտնում է Quartz online հանդեսը` նշելով, որ Transparency International-ը հունվարին հրապարակած կոռուպցիայի վարկանիշի համաձայն` Ադրբեջանը կոռումպացված 168 երկրների մեջ զբաղեցրել է 119-րդ, իսկ Նիգերիան` 136-րդ տեղը:
Միջազգային խաղաղության Karnegi կենտրոնի համաձայն` կոռուպցիոն մեծ ռիսկերով հայտնի երկրներում վարկերն ավանդաբար անցնում են իշխող ցանցի ձեռքը եւ գործիքի վերածվում քաղաքական իշխանության ձեռքում, «եւ արդյունքում այն ծառայում է ոչ թե պարտքի մեջ թաղված բնմակչությանը, այլ իշխանությանը»:
Նման վիճակից դուրս գալու ելք Karnegi-ն համարում է այն, որ վարկերը պետք է հատկացվեն «ոչ թե աբստրակտ բարեփոխումներին, այլ ենթակառուցվածքային սպեցիֆիկ նախագծերին»:
«Նախագահ Իլհամ Ալիեւի իշխանության ժամանակաշրջանում Ադրբեջանում բարեփոխումներ չեն անցկացվել: Ադրբեջանում քաղաքական դրությունը ծանրացել է ավտորիտար նախագահ Իլհամ Ալիեւի հզորությունը մեծանալու հետ», -գրում է հանդեսը` նշելով, որ «Ալիեւի կլեպտոկրատիկ ցանցն անիմաստ իշխանություն է վարում»:
Հանդեսը մեջբերում է Ադրբեջանում ԱՄՆ-ի նախկին դեսպան Ռիչարդ Կոզլարիչի այն միտքը, որ վարկերի դիմումներ ներկայացնելու փոխարեն, Ադրբեջանը պետք է կարեւորի նավթային ընկերությունների եւ բանկերի մասնավորեցման համար հնարավորության ստեղծումը:
Դեսպանի խոսքով` իրեն վախեցնում է այն, որ դժգոհ ժողովրդի ուշադրությունը շեղելու նպատակով Իլհամ Ալիեւը կարող է դարձյալ պատերազմ սկսել 1994 թվականին հրադադար կնքած Լեռնային Ղարաբաղի հետ, նշում է հանդեսը:
