Կապանում ռուսական հյուպատոսության հարցը մնալու է Փաշինյանի կոկորդում

Մոսկվան այլևս անհամբերության նշաններ է ցույց տալիս Հայաստանի իշխանությունների գործողությունների պատճառով։ Մեր տեղեկություններով, Ռուսաստանի ԱԳՆ-ում, ինչպես նաև նախագահ Պուտինի վարչակազմում առիթ են ման գալիս, որպեսզի վերջնականապես լուծեն Նիկոլ Փաշինյանի հարցերը։ Իսկ դրա համար ֆորմալ առիթ է անհրաժեշտ, և ֆորմալ առիթը, կարծես թե, հանդիսանալու է Կապանում Ռուսաստանի գլխավոր հյուպատոսության բացման հարցը, որն արդեն տևական ժամանակ քննարկման փուլում է, բայց Հայաստանի իշխանությունները վերջնական որոշման հարցը ձգձգում են։
Բոլոր խողովակներով Փաշինյանին զգուշացրել են, և որ եթե առաջիկայում գլխավոր հյուպատոսության հարցը չլուծվի, ապա կոշտ եզրակացություններ կարվեն։ Կապանում ռուսական գլխավոր հյուպատոսություն բացելու հարցը քննարկվում է շուրջ 3 տարի։ 2023 թվականի սեպտեմբերից Կապանում աշխատում է հյուպատոսության բացման նախապատրաստական աշխատանքների համար պատասխանատու առաջատար խումբը, իսկ 2023 թվականի նոյեմբերին Ռուսաստանի կառավարությունը հավանություն էր տվել Սյունիքի մարզի Կապան քաղաքում հյուպատոսություն բացելու վերաբերյալ Ռուսաստանի ԱԳՆ-ի առաջարկին։ Տևական ժամանակ ձգձգելով՝ մարտի վերջին Հայաստանի ԱԳՆ-ից հայտնել էին, թե գլխավոր հյուպատոսություն բացելու հարցը քննարկման փուլում է՝ որևէ հստակ պատասխան չտալով։
Այս տարվա ապրիլի 9-ին էլ Ռուսաստանի ԱԳՆ պաշտոնական ներկայացուցիչ Մարիա Զախարովան իր ամենշաբաթյա ճեպազրույցում հայտարարել էր, թե Մոսկվան ակնկալում է, որ մինչև մայիս հստակություն կլինի Կապան քաղաքում Ռուսաստանի գլխավոր հյուպատոսություն բացելու հարցում։ Ըստ Զախարովայի, ռուսական ներկայության հետևողական ընդլայնումը Հայաստանի համար ռազմավարական կարևոր տարածքում համապատասխանում է թե՛ Հայաստանի, թե՛ Ռուսաստանի և թե՛ տարածաշրջանի երկարաժամկետ շահերին։
Կապանում վաղուց գործում է Իրանի հյուպատոսություն, քննարկվում է նաև Ֆրանսիայի հյուպատոսություն բացելու հարցը, և տրամաբանական է, որ Հայաստանի իշխանությունները Ռուսաստանին ևս թույլ տային, որ գլխավոր հյուպատոսություն բացեն, բայց Փաշինյանի իշխանությունը, թերևս, Արևմուտքից դրդված, այդպես էլ վերջնական որոշում չի կայացնում, և Ռուսաստանն այժմ արդեն անհամբեր է այս հարցում։
