Տրանսֆերտները հասել են վերջին 8 տարվա նվազագույն մակարդակին. բացասական հետևանքները նոր են սկսվում

Օրեր առաջ ՀՀ Կենտրոնական բանկը հրապարակեց մի շարք տարեկան ամփոփ ցուցանիշներ, այդ թվում 2015 թվականի ընթացքում արտերկրից եկած տրանսֆերտների (ոչ առևտրային բնույթի դրամական փոխանցումներ) տարեկան ծավալը: Ըստ այդմ՝ ՀՀ բանկերի միջոցով ֆիզիկական անձանց անունով արտերկրից մուտք եղած ոչ առևտրային բնույթի տարեկան փոխանցումները կազմել են 1 մլրդ 208 մլն 470 հազար դոլար: 2014-ին այդ ցուցանիշը կազմել է 1 մլրդ 728 մլն 558 հազար ԱՄՆ դոլար:
Սա մասնավոր տրանսֆերտների` վերջին առնվազն 8-9 տարիներին արձանագրված ամենափոքր ծավալն է: Նույնիսկ ճգնաժամային համարվող 2008-2009 թվականներին մասնավոր տրանսֆերտների նման ցածր մակարդակ չի գրանցվել. հենց սրանով են պայմանավորված ներկայիս մի շարք տնտեսական խնդիրներ, որոնց մեջ առաջին հերթին պետք է դիտարկել բնակչության գնողունակությունը: Բանն այն է, որ մեր երկրում գնողունակ պահանջարկի մակարդակը մեծապես կախված է հենց մասնավոր տրանսֆերտների ծավալից: Դրանք Հայաստան են գալիս հիմնականում Ռուսաստանի Դաշնությունից, որի աղբյուրը արտագնա աշխատանքի մեկնած մեր հայրենակիցներն են:
Անցնող տարվա ընթացքում միջազգային տնտեսական տարբեր ցնցումները և դրա հետևանքով ռուբլու և ռուսական տնտեսության անկումային իրադրությունն ուղղակիորեն ազդեց այս փոխանցումների վրա: Արդյունքում՝ միայն Ռուսաստանից եկած տրանսֆերտները նվազեցին շուրջ 40 տոկոսով: 2015-ին Ռուսաստանից փոխանցվել է մոտ 916 մլն դոլար, մինչդեռ 2014-ին այս ցուցանիշը մոտ 1 մլրդ 435 մլն դոլարի էր հասնում:
Մասնավոր տրանսֆերտների այսպիսի նվազումը բավականին լուրջ խնդիրներ է ստեղծել առանց այն էլ բավականին բարդ իավիճակում գտնվող սպառողների և ՓՄՁ-ների համար:
Բանն այն է, որ տրանսֆերտների կրճատումը կրճատում է գնողունակ պահանջարկը և դրա հետևանքով կրճատվում է նաև առևտրաշրջանառությունը, ինչն էլ իր հերթին ազդում է առևտրի կետերի և ՓՄՁ-ների հասույթի և հետագա ցուցանիշների կրճատման վրա: Սրա վերջնական բացասական հետևանքը մի շարք խանութների և առևտի կետերի փակվելն է կամ լավագուն դեպքում հզորության մի քանի անգամ կրճատումը:
Տրանսֆերտների ծավալի կրճատումը ունի ևս մեկ բացասական հետևանք: Գաղտնիք չէ, որ ֆիզիկական անձանց դրամական փոխանցումներն են կազմում Հայաստան եկող արտարժույթի ամենամեծ հոսքը: Օրինակ, եթե 2014 թվականին Հայաստանից ողջ արտահանումը 1 միլիարդ 519 միլիոն դոլար էր, ապա տրանսֆերտները կազմել են 2 միլիարդ 123 միլիոն: Քանի որ մեր երկրում գործում է արժույթի կարգավորման լողացող ռեժիմ, ապա տրանսֆերտների կրճատումը նաև ուղղակիորեն ազդում է փոխարժեքի մակարդակի վրա հետևյալ կերպ: Տրանսֆերտների կրճատմանը զուգահեռ կրճատվում է նաև արտարժույթի հոսքը մեր երկիր, սրա արդյունքում առկա արտարժույթի ծավալը նվազում է, ինչն էլ բերում է դրամի արժեզրկման:
Արդեն վերջին օրերին դրամի արժեզրկումը դոլարի համեմատ ևս մեկ անգամ փաստեց առկա խնդրի լրջությունը: Մինչդեռ դրամի արժեզրկումը նոր է սկսվում և առաջիկայում, անկասկած, կստիպի բոլորիս խոսել այդ մասին:
