Պոպուլիստական որոշում, որը կարող է ծանր հետևանքներ ունենալ

Հայաստանի իշխանությունը նոր որոշում է կայացրել՝ անհուսալի վարկեր ունեցող քաղաքացիների վարկերը մարելու համար։ Կառավարությունը պետբյուջեից նոր ևս 209 միլիոն դրամ է հատկացնում։ Գործադիրից պնդել են, թե փետրվարից մեկնարկած ծրագիրը ոչ միայն սոցիալական, այլև տնտեսական նշանակություն ունի, կրճատելու է ստվերը։ Ակնկալում են, որ ծրագրի արդյունքում 90 հազար քաղաքացի գրանցված աշխատող կդառնա։ Առնվազն 3 տարվա չմարած վարկ ունեցող քաղաքացիները, ծրագրից օգտվելու համար պետք է գրանցված աշխատանք ունենան, որ նրանց եկամտահարկն ուղղվի վարկի մարմանը, իսկ վարկի մայր գումարը չպետք է գերազանցի 1 միլիոն դրամը։ Առաջին փուլում ընդունված որոշումը վերաբերելու է մոտ 2900 անձանց, ովքեր դիմելու պահին աշխատանք ունեն։
Միևնույն ժամանակ փորձագետները նշում են, որ նման որոշումն արդարացի չէ պարկեշտ վարկառուների հանդեպ, որոնք, բանկերից վարկեր վերցնելով, պատշաճ կերպով կատարում են բոլոր վճարները, իսկ հազարավոր մարդիկ, ոչ պարկեշտ վարկառու լինելով, օգտվում են պետության տված արտոնություններից։ Այս որոշումը կարող է խթանել հանրության մոտ վարկերը չվճարելու, ապա և պետությունից աջակցություն ակնկալելու վարքագիծ, թեև մինչդեռ պետք է հակառակը լիներ, պետությունն ինքը խրախուսեր, որ մարդիկ վարկեր վերցնելուց կարողանային վճարել։
Դրա համար չափազանց կարևոր գործերից մեկը պետությանն է, բանկերի հետ պայմանավորվել՝ վարկերի տոկոսները նվազեցնելու, մարդկանց մինչև վերջ չկթելու համար։ Բայց գործող իշխանությունը գնում է ավելի շուտ ոչ թե քաղաքացիների կարիքները հոգալու, այլ ավելի շուտ, այսպես կոչված կաշառք, տրամադրելու ուղղությամբ, մտածելով, որ անհուսալի այդ վարկեր ունեցող քաղաքացիներն իրենց աջակցության պարագայում կդառնան իշխանության աջակիցը։
