Գործող կառավարիչների կեցվածքն ու գործելակերպը սահմանամերձ բնակչության մեծամասնության համար վստահություն չեն առաջացնում։

«Ադրբեջանական գործողությունները սահմանամերձ ուղղություններում` հատկապես Խնածախի ու Խոզնավարի ուղղությամբ, գնալով առավել թիրախային են դառնում:
Մարդկանց հետ զրույցներն ու ՊՆ` որոշակի պարբերականությամբ ներկայացվող հաղորդագրությունները, ցույց են տալիս, որ ի տարբերություն խախտումների առաջին փուլին, ադրբեջանական կրակահերթերն ունեն նպատակաուղղված բնույթ և կոնկրետ թիրախավորում:
Ես չեմ պնդում, որ ճանապարհը նյարդ ցույց տալն է կամ հախուռն գործողությունների դիմելը, սակայն այս իրադրային փոփոխությունն անընդհատ, թեև դանդաղ, սակայն վտանգավորության աճ են արձանագրում:
Իշխանությունն ակնհայտորեն իրադրությանն անհամաչափ է գործում` տեղեկատվական, դիվանագիտական դաշտում և կոնկրետ «հողի վրա», ինչն առաջին հերթին իր բացասական ազդեցությունն է թողնում սահմանամերձ բնակավայրերում ապրող մարդկանց վրա, հատկապես, որ գործող կառավարիչների կեցվածքն ու գործելակերպը բնակչության մեծամասնության համար վստահություն չեն առաջացնում»:
