Ռուսաստանը կարող է առանցքային դեր խաղալ Իրանի միջուկային ծրագրի ապագայի վերաբերյալ համաձայնագրի կնքման գործում, քանի որ Մոսկվան գովազդվում է ոչ միայն որպես Իրանի բարձր հարստացված ուրանի պաշարների հնարավոր նպատակակետ, այլ նաև որպես հնարավոր դատավոր՝ համաձայնագրի խախտման դեպքում, գրում է The Guardian-ը:

ԱՄՆ նախագահ Դոնալդ Թրամփը, որը 2018 թվականին՝ իր առաջին պաշտոնավարման ընթացքում, հրաժարվեց Թեհրանի և համաշխարհային տերությունների միջև 2015 թվականի միջուկային համաձայնագրից, սպառնացել է հարձակվել Իրանի վրա, եթե արագ նոր համաձայնագիր չկնքի, որը կկանխի Իրանում միջուկային զենքի ստեղծումը:

Միացյալ Նահանգների և Իրանի միջև շաբաթ օրը Հռոմում կայացած քառաժամ անուղղակի բանակցությունների ընթացքում զգալի առաջընթաց է գրանցվել Օմանի միջնորդությամբ, ասել են ամերիկացի պաշտոնյաները:

Այս շաբաթ Ժնևում տեղի կունենան լրացուցիչ տեխնիկական բանակցություններ, որին շաբաթավերջին կհաջորդի ևս մեկ բարձր մակարդակի դիվանագիտական հանդիպում Օմանում:

Թրամփի հատուկ բանագնաց Սթիվ Ուիտկոֆը, որը եղել է Հռոմի բանակցությունների կենտրոնում, ցանկանում է համաձայնագիրը կնքել 60 օրվա ընթացքում, սակայն, ամենայն հավանականությամբ, կհանդիպի Իրանի արտգործնախարար Աբաս Արաղչիի դիմադրությանը, որը կարծում է, որ անվստահության մակարդակը և բանակցությունների տեխնիկական բնույթը քիչ հավանական են դարձնում նման արագ համաձայնության հասնելը, գրում է բրիտանական լրատվամիջոցը։

Առավել դժվար հարցերից են Իրանի բարձր հարստացված ուրանի պաշարների պահպանումը կամ ոչնչացումը, ինչպես նաև արտաքին երաշխիքները, որոնք կարող են տրամադրվել Իրանին, եթե Միացյալ Նահանգները խախտի ՄԱԳԱՏԷ-ի արտաքին վերահսկողությանը իրանական քաղաքացիական միջուկային ծրագիրը հանձնելու դիմաց տնտեսական պատժամիջոցները չեղարկելու մասին համաձայնագիրը:

Իրանն ուզում է ԱՄՆ-ի համար հետևանքների երաշխիքներ ստանալ, եթե նա դուրս գա մեկ այլ գործարքից կամ խախտի այն։

Իրանը ցանկանում է պահպանել ուրանի  պաշարներն իր տարածքում, սակայն ԱՄՆ-ն մերժում է դա և ցանկանում է կա՛մ ոչնչացնել պաշարները, կա՛մ փոխանցել երրորդ երկրի, ինչպիսին Ռուսաստանն է:

Ինչ վերաբերում է երաշխիքներին, Իրանը կարծում է, որ միակ վստահելի պայմանագիրը ԱՄՆ Կոնգրեսի կողմից ստորագրված համաձայնագիրն է, սակայն Արաղչիին ասել են, որ կարելի է միայն գուշակել՝ կկարողոնա, արդյո՞ք, Թրամփը Կոնգրեսի միջոցով այդպիսի համաձայնագրի հասնել՝ հաշվի առնելով երկրում իսրայելամետ կարծիքի ուժը:

Մյուս տարբերակն այն է, որ ԱՄՆ-ն կհամաձայնի ծածկել Թեհրանի կորուստները, եթե Վաշինգտոնը հրաժարվի գործարքից: Իրանցիները նախկինում էլ բարձրացրել են ֆինանսական պատժամիջոցների գաղափարը, սակայն պայմանագրի բացակայության դեպքում դրանց կիրառման մեխանիզմը խնդրահարույց է մնում։

Երրորդ տարբերակը հետևյալն է, եթե ԱՄՆ-ն խախտի համաձայնագիրը, Ռուսաստանին թույլ կտրվի փոխանցված բարձր հարստացված ուրանի պաշարները վերադարձնել Թեհրանին՝ երաշխավորելով, որ Իրանը չի պատժվի պարտավորությունները չկատարելու համար:

Նման պայմանավորվածությունը Ռուսաստանին առանցքային դեր է տալիս ԱՄՆ-Իրան ապագա հարաբերություններում և կարող է «սառեցնել» Գերմանիայի, Ֆրանսիայի և Մեծ Բրիտանիայի՝ 2015 թվականի գործարքի ներկայիս երաշխավորների, մասնակցությունը:
