«USAID-ն ՀՀ-ում հակառուսական քարոզչությամբ էր զբաղվում, պատերազմում մեր դեմ». «Փաստ»

«Փաստ» օրաթերթը գրում է.
ԱՄՆ Միջազգային զարգացման գործակալությունը, որի գործունեությունը փետրվարին դադարեցվել է նախագահ Թրամփի որոշմամբ, տարիներ շարունակ Հայաստանում հակառուսական քարոզչությամբ է զբաղվել: Նման կարծիքի է քաղաքագետ Արթուր Խաչիկյանը:
«Ես շարունակում եմ հետազոտել թվերը, հասկանալ, թե ինչքան գումար է ծախսվել Հայաստանում: Իհարկե, մենք գիտեինք, որ արտասահմանից գրանտներ են գալիս, որոնցով մեր ժողովրդի խելքը լվանում են, սովորեցնում մեզ, որ հանձնենք Արցախը, սխալները բարդենք Ռուսաստանի վրա, սիրենք թուրքերին: Փաստորեն, սա գաղտնի բանակ էր, որը Հայաստանում պատերազմ էր վարում մեր դեմ: Բայց մենք չէինք պատկերացնում, որ ծավալն այսքան մեծ է, գիտեինք, իհարկե, որ գրանտակերներ կան, բայց որ այսքան, չգիտեինք: Մի քանի աղբյուրում տեսել եմ, որ այդ թիվը 247 մլն դոլար է, Հայաստանում 6 ամսում ծախսվել է այդքան գումար, որի մեծ մասն ուղղված է եղել լրատվամիջոցներին, բլոգերներին, հասարակական կազմակերպություններին աջակցելու համար»,- օրերս Alpha News-ի հետ զրույցում ասել է քաղաքագետ Արթուր Խաչիկյանը:
Նրա խոսքով, մինչ հայաստանյան որոշ ԶԼՄ-ներ, բլոգերներ, ՀԿ-ներ, USAID-ից ստացած գումարով հասարակական կարծիք են ձևավորել, ԱՄՆ-ում, Ֆրանսիայում, Մեծ Բրիտանիայում գործող օրենքով՝ արտասահմանից ֆինանսական միջոցներ ստացող և քաղաքական քարոզչություն իրականացնողը համարվել է արտաքին ազդեցության գործակալ:
«Հայաստան մտած այդ գաղտնի բանակի պատճառով էլ մենք այսօր ունենք այն, ինչ ունենք:
Այդ բանակն ատելություն սերմանեց արցախցիների դեմ, բոլոր սխալներն ուղղեցին ռուսական կողմ, պարտության համար մեղադրեցին Ռուսաստանին, չնայած Մոսկվան 3 անգամ փորձեց կանգնեցնել պատերազմը, ինչ-որ չափով օգնություն ցույց տվեց պատերազմի ժամանակ, և վերջում էլ նրա միջնորդությամբ ստորագրվեց նոյեմբերի 9-ի հայտարարությունը, և պատերազմը կանգ առավ:
Բայց USAID-ից ֆինանսավորվողները ասում էին, որ Ռուսաստանը մեր ոխերիմ թշնամին է, իսկ Թուրքիան՝ մեր ընկերը: Այսինքն, այն երկիրը, որը կազմակերպեց 5000 հայերի սպանությունը, մյուս կողմից՝ Իսրայելը զինեց Ադրբեջանին, և ոչինչ չասվեց նրանց մասին և բոլոր սլաքներն ուղղեցին Ռուսաստանի, արցախցիների ու նախկինների ուղղությամբ: Սա երկրի նվաճում էր՝ ինֆորմացիոն ձևով: Գաղափարապես նրանք զավթեցին Հայաստանը՝ այդ տասնյակ միլիոնավոր դոլարներով»,- նշել է Արթուր Խաչիկյանը:
Չնայած USAID-ի գործունեությունը հիմա դադարեցված է, ինչը նշանակում է, որ կազմակերպությունն այլևս չի ֆինանսավորում Հայաստանին, քաղաքագետը կարծում է, որ ամերիկյան վարչակարգն այլ կերպ կփորձի փափուկ ուժի կիրառումը ոչ միայն Հայաստանում, այլև աշխարհում:
«Չգիտեմ նույն ծավալով կլինի, թե ոչ, որովհետև Թրամփը չի ուզում ամերիկացի հարկատուների գումարները ծախսել այսպիսի քարոզչության համար, բայց ինչ-որ ձևով կարող են շարունակել այդ քաղաքականությունը: Չեմ բացառում, որ մասնավոր աղբյուրներից գումար գտնեն: Ընդհանուր առմամբ, սա խայտառակություն է. խոսելով երկրների սուվերենությունից, նրանք այդ երկրները դարձնում են իրենց գաղութը, փաստորեն, մենք կալոնիա ենք դարձել, որովհետև նրանք դրսից ղեկավարում են մեր երկիրը, որովհետև նրանք ղեկավարում են մեր ժողովրդի գիտակցությունը»,-ասել է Արթուր Խաչիկյանը:
