Մարդու իրավունքների պաշտպան Անահիտ Մանասյանն ապրիլի 16-ին ընդունել է Եվրոպայի խորհրդի Մարդկանց թրաֆիքինգի դեմ պայքարի հարցերով փորձագետների խմբի (GRETA) անդամներին։ Այս մասին տեղեկացնում են ՄԻՊ աշխատակազմից:
Մոնիթորինգային այցով Հայաստանում գտնվող պատվիրակության կազմում են Մոլդովայի ներկայացուցիչ Տատյանա Կատանան, Պորտուգալիայի ներկայացուցիչ Ռիտա Պենեդան և ԵԽ Մարդկանց թրաֆիքինգի դեմ պայքարի հարցերով փորձագետների խմբի քարտուղարության ներկայացուցիչ Փարվին Ղադամին:
Հանդիպման ընթացքում Պաշտպանը հյուրերին ներկայացրել է իր լիազորությունների շրջանակը և գործունեության հիմնական ուղղությունները՝ ընդգծելով, որ մարդու իրավունքների պաշտպանությունը պետք է զուգակցվի դրանց խթանմանն ուղղված հետևողական աշխատանքով։
Համատեղ քննարկվել են թրաֆիքինգի կամ շահագործման ենթարկված անձանց իրավունքների պաշտպանությանը վերաբերող հարցեր, Պաշտպանի լիազորությունների շրջանակը մարդկանց թրաֆիքինգի և շահագործման կանխարգելման բնագավառում, ոլորտը կարգավորող իրավական դաշտը և այլն:
Անդրադարձ է կատարվել Պաշտպանի և աշխատակազմի կողմից իրականացվող մշտադիտարկման այցերին տարբեր հաստատություններ, այդ թվում՝ քրեակատարողական հիմնարկներ, հոգեբուժական, ուսումնական հաստատություններ, որոնց շրջանակում, ի թիվս այլնի, քննարկվել են մարդկանց թրաֆիքինգի և շահագործմանն առնչվող հարցեր:
Պաշտպանը ներկայացրել է նաև ՀՀ մարդու իրավունքների պաշտպանի գործունեության, մարդու իրավունքների և ազատությունների պաշտպանության վիճակի մասին 2023 և 2024 թվականների տարեկան հաղորդմամբ արձանագրված առանձին խնդիրներ մարդկանց թրաֆիքինգի և շահագործման ոլորտում։ Արձանագրված խնդիրները վերաբերել են հանրային իրազեկվածության բարձրացման, իրավապահ մարմինների ծառայողների կարողությունների և հմտությունների կատարելագործմանն ուղղված վերապատրաստումների իրականացման, «Մարդու օրգանների թրաֆիքինգի դեմ» ԵԽ կոնվենցիայի վավերացման անհրաժեշտության հարցերին և այլն։
Անդրադարձ է կատարվել նաև Թրաֆիքինգի հարցերով անկախ ազգային զեկուցողի ինստիտուտ ներդնելու վերաբերյալ Մարդու իրավունքների պաշտպանի առաջարկին:
Հանդիպման ավարտին կողմերը շնորհակալություն են հայտնել արդյունավետ քննարկման համար՝ ևս մեկ անգամ վերահաստատելով արդյունավետ համագործակցության պատրաստակամությունը՝ ի շահ մարդու իրավունքների պաշտպանության և թրաֆիքինգի դեմ համակարգված պայքարի։
