Խաղաղության պայմանագրի համաձայնեցված հոդվածները վերաբերում են բոլոր երկրներին հավասարապես, և եթե այն կողմերից մեկի համար կապիտուլյացիա է, ապա նույնքան կապիտուլյացիա է մյուս կողմի համար: Այդ մասին Ազգային ժողովի՝ ապրիլի 16-ի նիստին ասաց «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր Սոնա Ղազարյանը՝ անդրադառնալով ընդդիմության այն քննադատությանը, թե համաձայնեցված փաստաթուղթը կապիտուլյացիա է:
«Ես ամենևին չեմ կարծում, որ այս փաստաթուղթը կապիտուլյացիա է, և ես որևէ պատճառ չեմ տեսնում այն օր առաջ չստորագրելու համար,- նկատեց պատգամավորը, ապա հավելեց.- Իսկ որոշ երկրներ շարունակում են աղմկել: Այդ աղմուկը դրսից ներս փորձում են բերել որոշ խորհրդարանական ուժեր, այսինքն՝ շատ կոնկրետ խորհրդարանական ուժեր, և սա չի հաջողելու: Այս աղմուկի մեջ մենք նկատելու ենք, որ Հայաստանը և Ադրբեջանն ունեն էական առաջընթաց բանակցային գործընթացում: Այս աղմուկը չի ստվերելու այն հաջողությունը, որն ապահովել են գործող իշխանությունները՝ ԱԳՆ-ն և բոլոր այն գերատեսչությունները, որոնք այս կամ այն փուլում ներգրավված են եղել գործընթացում:
