«Փաստ» օրաթերթը գրում է.

ipg-journal.io–ն «Քաղաքական հակասեպտիկ. ինչպե՞ս է Հայաստանի եվրոպական օրակարգը դառնում ընտրազանգվածի մոբիլիզացման և իշխանության նկատմամբ վստահության վերագործարկման միջոց» վերնագրով հոդվածում գրում է, որ իշխանության դեմ հայ հասարակության հիմնական բողոքները վերաբերում են ոչ այնքան արտաքին քաղաքականությանը, որքան սոցիալ-տնտեսական ոլորտում ձախողումներին: Իշխանություններն ունեն գործիքներ, որոնք կարող են ազդել սոցիալ-տնտեսական իրավիճակի բարելավման վրա, մասնավորապես ԵՄ-ի հետ Համապարփակ և ընդլայնված գործընկերության համաձայնագրի դրույթների իրականացման միջոցով: Բայց, չնայած այն հանգամանքին, որ համաձայնագիրն ընդգրկում է ոլորտների լայն շրջանակ՝ պետական կառավարման համակարգի բարելավումից մինչև սպառողների իրավունքների պաշտպանություն, այն գործնականում չի քննարկվում հանրային օրակարգում։ Ավելին, փորձագետները հաճախ շեշտում են, որ դրա շրջանակներում կատարված պարտավորությունների ծավալը մնում է ծայրահեղ սահմանափակ։

Այս պայմաններում էլ հանրային ուշադրությունը տեղափոխվում է դեպի ավելի հավակնոտ, բայց ոչ կոնկրետ թեմա, այն է՝ ԵՄ-ին Հայաստանի անդամակցությունը։ Ենթադրվում է, որ այդ ձևաչափը պետք է ներառի անվտանգության բարեփոխումների և վիզային ռեժիմի ազատականացման հարցերը։ Այնուամենայնիվ, այդ ամենը մշուշոտ է: Իրականում կոնկրետից վերացականին անցումը և նոր «պատմական նպատակի» ձևավորումը թույլ է տալիս իշխանություններին խուսափել ընթացիկ խնդիրների շուրջ խոսակցություններից և խոսել ապագայի մասին։ Միևնույն ժամանակ, ԵՄ–ին անդամակցության օրենքը առաջ մղելով՝ Հայաստանի ղեկավարությունը ձգտում է պահպանել մանևրելու հնարավորությունները: Ընդգծում են, որ դա պաշտոնական դիմում չէ, և որ անդամակցությունը հնարավոր է միայն հանրաքվեի միջոցով։ Նման հռետորաբանությունը թույլ է տալիս «մակարդակ պահել» Արևմուտքի և ներքին լսարանի առջև՝ առանց անվերադարձ սրելու Մոսկվայի հետ հարաբերությունները: Այդ հավասարակշռությունը չափազանց կարևոր է այն պատճառով, որ հայկական բիզնեսի, առևտրային շղթաների և աշխատանքային միգրացիայի զգալի մասը մնում է կապված Ռուսաստանի հետ: Իշխանությունները չեն կարող իրենց թույլ տալ հստակ խզում: Իշխող կուսակցության և անձամբ նրա առաջնորդ Նիկոլ Փաշինյանի ժողովրդականության անկման ֆոնին, որի աջակցությունը տատանվում է 16-20 տոկոսի սահմաններում, ԵՄ թեման է դառնում լեգիտիմությունը վերականգնելու գործիք։

Իշխանությունների համար չափազանց կարևոր է ոչ միայն մոբիլիզացնել իր ավանդական ընտրազանգվածը, այլ նաև վերադարձնել անտարբեր կամ հիասթափված ընտրողներին։ Եվրոպական օրակարգը, ի տարբերություն Ղարաբաղի կամ Ռուսաստանի շուրջ գաղափարական տարաձայնությունների, հատկապես է արժեքավոր դառնում իշխանությունների համար, որոնք, ըստ էության, ձգտում են ոչ այնքան 2026 թվականի խորհրդարանական ընտրություններում բացարձակ հաղթանակի հասնել, որքան պարտությունից խուսափել։
