«Կեր և տուգանվիր». փաշինյանական իշխանության նոր կարգախոսը

Կոռուպցիայի կանխարգելման հանձնաժողովը 300 հազար դրամով տուգանել է Վաղարշապատի համայնքապետ Դիաննա Գասպարյանին։ Հանձնաժողովը լրատվամիջոցների հրապարակումների հիման վրա վարույթ էր հարուցել ենթադրյալ շահերի բախման փաստի առթիվ։ Քաղաքապետ Դիանա Գասպարյանը, ըստ մամուլի, սեղմված բնական գազի ձեռքբերման պայմանագիր էր կնքել իր սկեսրայրի` Աշոտ Միրզոյանի գազալցակայանի հետ, գործարքի գինը կազմել էր 13.6 միլիոն դրամ։ Ինչը, նշենք, նույնիսկ ըստ մասնագետների, զգալիորեն գերազանցում է շուկայական գինը։
Փաստացի քաղաքապետի ընտանիքը մի քանի միլիոն դրամ եկամուտ էր ունեցել միայն մեկ դրվագով, իսկ իրավապահները քրեական գործ այդպես էլ չեն հարուցել, փոխարենն ընդամենը 300 հազար դրամով տուգանել են Վաղարշապատի համայնքապետին։ Այս կերպ գործող իշխանությունը ևս մեկ քարոզչական հնարք իրականացնելու հնարավորություն ստացավ` հայտարարելու, թե իբր նույնիսկ իրենց մերձավորներին են տուգանում, մինչդեռ վաղուց այլևս ակնհայտ է դարձել, որ փաշինյանական իշխանությունը թաղված է անզուսպ կոռուպցիայի մեջ, իսկ որևէ կերպ բռնվելու դեպքում ընդամենը չնչին տուգանքներով են պլստում, իսկ իրական մեղավորներն այդպես էլ չեն պատժվում։
2018 թ.-ին կոռուպցիան արմատախիլ անելու կարգախոսներով իշխանության եկած փաշինյանական վարչախումբն այսօր ինքն իր համար է կարգախոս ստեղծել «Կեր և տուգանվիր», հարստահարում և թալանում է պետական գանձարանը, փոխարենը հանրության աչքերին թոզ է փչում։
Կոռուպցիոն մեկ այլ դրվագի մասին օրերս էինք հայտնել, թե ինչպես է ֆինանսների նախարարն ահռելի արտոնություններ ստացել և Վճռաբեկ դատարանի վճռից հետո, թե անհրաժեշտ է նոր քննություն իրականացնել այդ մասով, դատախազությունը հայտարարել է, թե բողոքարկելու են այդ վճիռը։ Ըստ էության, դատախազությունը և մյուս համակարգերն էլ նպաստում են գործող իշխանությունների կոռուպցիոն բոլոր սխեմաներին, ինչը վկայում է, որ Հայաստանում կոռուպցիան վաղուց այլևս ոչ միայն համակարգային է, այլ նաև համատարած։
