Փաշինյանը խնդիրներ ունի սեփական կադրերի հետ

2018 թվականի իշխանափոխությունից հետո Նիկոլ Փաշինյանի թիմը հենց սկզբից բախվեց կադրային խնդիրների հետ։ Իշխանության եկած «հեղափոխական» թիմում բավարար կամ, կարելի է ասել, ընդհանրապես կոմպետենտ կադրեր չկային։ Մեկ-երկուսին Փաշինյանը կարողացավ ըստ իրենց ունակությունների տեղավորել, իսկ շատ դեպքերում բարձրաստիճան պաշտոնների նշանակեց իր մտերիմներին, որոնք բոլորը, մեղմ ասած, դիլետանտ էին։
7 տարի անց Նիկոլ Փաշինյանը կրկին բողոքում է կադրերի պակասից։ Մի կողմ թողնենք այն հանգամանքը, որ Փաշինյանն ու իր իշխանությունն ընդհանրապես ոչինչ չեն ձեռնարկել նոր կադրերի ուսուցման, նրանցով համակարգերը լցնելու, պաշտոններն ըստ ունակությունների բաժանելու ուղղությամբ։ Չարաբաստիկ ԽԾԲ-ն շարունակում է գոյություն ունենալ, իսկ Փաշինյանն էլ իրեն շրջապատել է միայն ամենամերձավոր քպականներով, որոնց միջոցով էլ փորձում է իրականացնել երկրի ղեկավարումը։
Ընդ որում, «Քաղպայմանագրում» գոյություն ունեն մի քանի թևեր, բայց առավել ազդեցիկը հին քպականներն են, ովքեր Փաշինյանի կողքին են դեռ 2015 թ.-ից։ Հիմնականում այդ անձանցից է կազմված ՔՊ վարչությունը, որտեղ էլ կայացվում են առանցքային որոշումները։ Գյումրիի և Փարաքարի ընտրություններից հետո հին քպականները ևս հայտնվել են Փաշինյանի թիրախում։ Վերջինս հստակ հասկացել է, որ նույնիսկ ամենավստահելիներն այնքան էլ վստահելի չեն, շատերին սկսել է կասկածել նախկինների հետ համագործակցելու, նրանց դուդուկը նվագելու և իր դեմ աշխատելու մեջ։
ՔՊ վարչության վերջին նիստերը, մեր աղբյուրի փոխանցմամբ, ընթանում են Փաշինյանի գոռգոռոցներով, վիրավորանքներով, ընդհուպ բարձրաստիճան պաշտոնյաներին պաշտոնանկ անելու սպառնալիքներով։ 7 տարի անց Հայաստանի վարչապետի պաշտոնը զբաղեցնող անձն այդպես էլ չունի վստահելի մարդկանց փոքր շրջապատ, որոնց վրա կարող է հույս դնել։ Առաջիկայում նույնիսկ ՔՊ վարչության շատ անդամներ են հրաժեշտ տալու իրենց պաշտոններին, և Փաշինյանը սպառնացել է այլ անձանցով լցնել այդ պաշտոնները։ Մասնավորապես, հայտարարել է, թե Եվրաքվեի ընդունումից հետո այլևս ոչ մի խոչընդոտ չունի հաստիքային արևմտամետներին պաշտոններ բաժանելու հարցում, թերևս դա է պատճառը, որ ՔՊ-ում խմորումները գնալով ավելի սրվում են և առաջիկայում կարող են հասնել նույնիսկ հրապարակային հաշիվներ պարզելու։
