Հայաստանի Հանրապետության և Ռուսաստանի Դաշնության կառավարությունների 2015թ. մայիսին կնքած համաձայնագրի հիման վրա ՀՀ, ՌԴ և երրորդ երկրների տարածքներում արտակարգ մարդասիրական արձագանքման խնդիրների իրականացմանն աջակցելու նպատակով ՀՀ տարածքում հիմնադրվել է հայ- ռուսական մարդասիրական արձագանքման Կենտրոն: Համաձայնագրի իրագործման համար կողմերի իրավասու մարմիններն են հայկական կողմից` ՀՀ տարածքային կառավարման և արտակարգ իրավիճակների նախարարությունը, ռուսական կողմից` ՌԴ քաղաքացիական պաշտպանության, արտակարգ իրավիճակների և տարերային աղետների հետևանքների վերացման նախարարությունը:

Կենտրոնի հայկական կողմի աշխատակիցների իրավական կարգավիճակը սահմանվում է ՀՀ օրենսդրությամբ, ռուսական կողմինը` «Դիվանագիտական հարաբերությունների մասին» Վիեննայի 1961թ. ապրիլի 18- ի կոնվենցիայի համապատասխան դիվանագիտական ներկայացուցչության վարչատեխնիկական անձնակազմի կարգավիճակին համարժեք իրավական կարգավիճակ: Կենտրոնն ունի վարչություն, տնօրենություն և վերստուգիչ հանձնաժողով: Վարչությունը բաղկացած է 6 անդամից, այդ թվում` ռուսական կողմի 3 անդամը:

Կենտրոնն ստեղծվել է կողմերի պետությունների մասնային վճարների, ինչպես նաև պետությունների կողմից Կենտրոնին տրամադրված շարժական և անշարժ գույքի հիման վրա: Ըստ կանոնադրության, Կենտրոնի գույքը ենթակա չէ խուզարկության, բռնագրավման, առգրավման, հարկադիր օտարման և որևէ այլ ձևով վարչական կամ դատական միջոցների կիրառման:

Ռուսական կողմն հանդես է եկել Կենտրոնի կեցության, անձեռնմխելիության և արտոնությունների պայմանների վերաբերյալ նոր համաձայնագիր կնքելու առաջարկությամբ, որը քննարկվելու է ՀՀ կառավարության ս.թ. փետրվարի 4- ի նիստում: Նախագիծը մասնավորապես սահմանում է`

-Կենտրոնի գործունեության համար անհրաժեշտ առավելություններ, արտոնություններ և անձեռնմխելիություն,

-ռուսական կողմից նշանակված աշխատակիցների` ՀՀ տարածքում գտնվելիս Վիեննայի վերոնշյալ կոնվենցիայով նախատեսված իրավական կարգավիճակ,

-Կենտրոնի գործունեության հետ կապված ֆինանսական, 
հարկային և մաքսային վճարներից ազատելու հետ կապված հարաբերությունները կարգավորող դրույթներ և այլն:

Համաձայնագրի կնքումը ՀՀ պետբյուջեում լրացուցիչ ծախս չի առաջացնում և Կողմերը ֆինանսական որևէ պարտավորություն չեն ստանձնում:
