«Փաստ» օրաթերթը գրում է.

Հայաստանի ԱԳՆ-ն օրերս հանդես եկավ մի հայտարարությամբ, որը քաղաքական դաշտում ու շատ փորձագետների շրջանում գնահատվեց ոչ միայն ծայրեծայր անհեթեթ, այլև առնվազն դավադրական, եթե չմեջբերենք առավել կոշտ ձևակերպումները: Մեջբերենք մի հատված. «...Լեռնային Ղարաբաղի հայության բռնի տեղահանության և Լեռնային Ղարաբաղի լուծարման վերաբերյալ հրամանագրի հրապարակումից հետո խնդիրը դուրս է եկել Հայաստանի Հանրապետության և Ադրբեջանի Հանրապետության միջև միջպետական հարաբերությունների կարգավորման օրակարգից»:

Սկսենք վերջից. ի՞նչ «միջպետական հարաբերությունների կարգավորման» մասին է խոսքն առհասարակ: ՀՀ-ն ու Ադրբեջանը 1991ից ի վեր ե՞րբ են ունեցել «միջպետական հարաբերություններ»: Սրա վրա չէինք կենտրոնանա, եթե հայտարարություն անողն ԱԳՆ-ն չլիներ: Հայաստանի ու Ադրբեջանի միջև ընթանում են, այսպես կոչված, «խաղաղության համաձայնագրի» կնքման բանակցություններ, որից հետո է միայն հնարավոր (անհավանական թվացող բան է, իհարկե, բայց համարենք հնարավոր), որ Հայաստանն ու Ադրբեջանը միջպետական հարաբերություններ հաստատեն:

Երկրորդ. Նիկոլ Փաշինյանի կառավարությունը հաստատել է 2021-25 թթ. «Գործունեության ծրագիր», որտեղ հստակ նշված է իրենց պարտավորությունը՝ Արցախի հայության ինքնորոշման իրավունքի իրացման հետ կապված: Ի՞նչ կապ ունի այստեղ ինչ-որ «հրամանագիր»:

Երրորդ. հասկանալի է, որ Արարատ Միրզոյանի ԱԳՆ-ն խոսում է Սամվել Շահրամանյանի ստորագրած թղթի մասին, որից, ի դեպ, Փաշինյանն ու իր առանցքային ֆիգուրանտները լիովին տեղյակ են եղել, չնայած ստում էին, թե ոչինչ չեն իմացել: Ամեն դեպքում. Սամվել Շահրամանյանին նույն փաշինյանական իշխանությունը չի ճանաչել ու չի ճանաչում որպես ԼՂՀ նախագահ, ու մեկ էլ հանկարծ նրա ստորագրած թղթի՞ն է հղում անում՝ սեփական հանցավոր անգործությունը արդարացնելու համար: Չհաշված, որ այդ հրամանագիրը, կարծես, ոչ ոք չի էլ տեսել:

Չորրորդ. եթե նույնիսկ ընդունենք, որ այդպիսի թուղթ իսկապես ստորագրվել է, միջազգային իրավունքի տեսակետից ուժի կամ ուժի կիրառման սպառնալիքի տակ ստորագրված որևէ թուղթ առոչինչ է:

Եվ վերջապես, որքան էլ Փաշինյանն ու իր թիմը ձգտեն ինքնավերացարկվել, մեղքն այլոց գրպանը գցել, Արցախն ուրացել են իրենք, Արցախը թշնամապատկան են հայտարարել իրենք, Արցախի 9 ամիս տևած շրջափակումը հաղթահարելու համար մատները մատին չեն խփել իրենք, թշնամական ագրեսիայի, գործնականում՝ ցեղասպանական կոտորածի ու զանգվածային բռնի տեղահանման, էթնիկ զտման ենթարկելու բացահայտ նպատակների ու դրա փաստացի իրականացման պայմաններում Արցախի հայությանը մեն-մենակ են թողել իրենք:

Ու հիմա գործնականում հենց իրենք են փորձում ջնջել ոչ միայն անցյալը, այլ նաև ապագայի բոլոր հնարավորությունները: Չնայած, սա արդեն նորություն չէ, պարզապես անընդհանտ նոր «կնիք» են դնում:
