Արևմուտքը չի հավատում Նիկոլի ժողովրդավարությանը

Մինչ Նիկոլ Փաշինյանը Հայաստանը հռչակել է «ժողովրդավարության բաստիոն», արևմտյան իրավապաշտպան կազմակերպությունները չեն հավատում նրա հավաստիացումներին և հերթական անգամ կոշտ զեկույց են հրապարակել` փաստելով, որ Հայաստանը խնդիրներ ունի օրենքի և օրենքի գերակայության ոլորտներում։ Freedom House միջազգային իրավապաշտպան կազմակերպությունը կոշտ գնահատականներ է հնչեցրել գործող իշխանությունների հասցեին:
2024 թվականի տվյալներով, Freedom House-ը Հայաստանը դարձյալ մասամբ ազատ երկրների շարքին է դասել՝ հնարավոր 100-ից 54 միավոր հատկացնելով։
Կազմակերպությունը հատկապես խնդրահարույց է համարել օրենքների ընտրովի կիրառման պրակտիկան, նշում է, որ դատավորները գտնվում են քաղաքական լուրջ ճնշման տակ, իսկ դատախազներն ամեն ինչ անում են մարդկանց դատապարտելու համար, արդարացումների մակարդակն էլ չափազանց փոքր է։ Իրավապաշտպան կազմակերպությունը հատուկ անդրադարձել է ոստիկանների կողմից բռնության ենթարկելու տեղեկություններին, հիշեցրել Տավուշում սահմանազատումից հետո սկիզբ առած բողոքի ակցիաները, երբ ուժայինները նույնիսկ նռնակներ են կիրառել մարդկանց նկատմամբ` 100 մարդ վիրավորելով։
Freedom House-ի զեկույցում առանձնակի ուշադրություն է դարձվել Բարձրագույն դատական խորհրդի նախկին նախագահ Կարեն Անդրեասյանի հրաժարականին։ Անվանապես անկախ կառույցի ղեկավարը հրաժարվել էր պաշտոնից Նիկոլ Փաշինյանից ստացած հաղորդագրությունից հետո։ Չնչին առաջընթաց է արձանագրվել միայն կառավարության հակակոռուպցիոն և դատական բարեփոխումներում։ Նշելով, որ կոռուպցիոն գործերով բարձրաստիճան պաշտոնյաների հետապնդումները հազվադեպ են, իրավապահներին չի հաջողվել արձագանքել որոշ պաշտոնյաների ունեցվածքի վերաբերյալ լրատվամիջոցների հետաքննություններին։ Կազմակերպությունը նաև լրագրողների նկատմամբ բռնությունների ու ճնշումների տասնյակ դեպքեր է արձանագրում։
Ըստ այդմ, Հայաստանը, ինչպես և հարևան Վրաստանը, համարվում են մասամբ ազատ պետություններ` ի տարբերություն Ադրբեջանի, որը ոչ ազատ երկիր է։ 2018 թվականի իշխանափոխությունից հետո Փաշինյանը բազմիցս փորձել է հանրությանը համոզել, թե Հայաստանը տանում է ժողովրդավարության ճանապարհով, բայց բոլոր տարիներին արևմտյան իրավապաշտպան կազմակերպությունները պարզապես ապտակում են գործող իշխանություններին` փաստելով, որ Փաշինյանն ընդամենը պարզ ստախոս է, իսկ Հայաստանում որևէ կերպ ժողովրդավարությունը չի ամրապնդվել։
