Հայաստանում ոչ թե կադրային, այլ առաջնորդության ճգնաժամ է

Նիկոլ Փաշինյանը երեկ կառավարության նիստում վիճահարույց հերթական հայտարարություններն է արել, հայտարարել է, թե Հայաստանի բոլոր ոլորտներում կադրային ճգնաժամ է: Ըստ Փաշինյանի, իր հռչակած իրական Հայաստանի մասին քննարկում է ունեցել, ու հանգել եզրակացության, թե վարորդների 95 տոկոսը լավ վարորդ չէ, սանտեխնիկների, դերձակների, ուսուցիչների ու անգամ պետական համակարգի կառավարիչների դեպքում նույն պատկերն է:
«Եկեք ի վերջո խոստովանենք, որ ամեն տեղ և ամենուր այդ նույն վիճակն է, ներառյալ կառավարման համակարգում, իսկ եթե կարելի է նույն կերպ մեքենա քշել, ինչի՞ չի կարելի նույն կերպ լինել կառավարության անդամ, պետական պաշտոնյա: Եվ մենք պետք է խոստովանենք՝ 7 տարվա մեջ ով վեր է կենում, առավոտից իրիկուն ասում է՝ էս կառավարությունը սխալ կադրային քաղաքականություն է վարում: Է հա, կառավարությունը սխալ կադրային քաղաքականություն է վարում, որովհետև երկրում կադրային ճգնաժամ է, մարդկային ռեսուրսի ճգնաժամ», - ասել է նա:
Մեղմ ասած, սխալ ու մաինպուլացնող պնդում է։ 2018 թ. իշխանափոխությունից հետո Փաշինյանը բարձր պաշտոնների նշանակում էր մարդկանց զուտ իրեն հավատարիմ լինելու, այլ ոչ արհեստավարժությամբ պայմանավորված։ Իսկ 2020 թ. պատերազմից հետո իրավիճակն ավելի է խորացել։ Արատավոր «ԽԾԲ»-ն Փաշինյանի օրոք աղետալի չափերի է հասել, երբ մտերիմներին, բարեկամներին, անգամ ընտանիքի մերձավոր անդամներին են բարձր պաշտոնների նշանակում՝ հաշվի չառնելով նրանց որակներն ու ունակությունները։ ԱԺ ՔՊ խմբակցության ղեկավարի կնոջը, օրինակ, «Հայփոստի» տնօրեն են նշանակում, Արտաքին հետախուզության ծառայության պետի տեղակալի կնոջը՝ էկոնոմիկայի փոխնախարար, իր՝ Փաշինյանի աներձագին պատգամավոր են դարձնում, և այսպես շարունակ։ Այս պայմաններում առնվազն անլուրջ կլիներ մտածել, որ որևէ իրեն հարգող մասնագետ կգնա և կաշխատի տարատեսակ «դդումների» ղեկավարության ներքո, ցածր աշխատավարձ ստանալու, անեծքի տակ մնալու, Արցախը հանձնելու պատասխանատվություն ստանձնելու համար։
Արդյունքում, այսօր Հայաստանում ոչ թե կադրային ճգնաժամ է, քանի որ ահռելի թվով լավ կադրեր կան մասնավոր հատվածում, որոնք արժանավոր ղեկավարի դեպքում դեմ չեն լինի պետական համակարգ տեղափոխվել և իրենց հմտությունները ծառայեցնել հայրենիքին, այլ առաջնորդության։ Ապիկար, դավաճան, տհաս և խեղկատակ առաջնորդի ղեկավարությամբ որևէ հարգարժան մասնագետ չի ցանկանա աշխատել։
