Հայաստանի իշխանությունները երեկ ավարտել են, այսպես կոչված, Հանրային խորհրդի կազմավորումը: Մի քանի տարի շարունակ սահմանադրական այդ մարմինը պարզապես գոյություն չուներ, փաշինյանական իշխանությունն ամեն ինչ արել էր Հանրային խորհուրդը վերացնելու և դրա դերն ու նշանակությունը զրոյին հավասարացնելու համար, հատկապես այն պահից սկսած, երբ Հանրային խորհրդի բազմաթիվ անդամներ քննադատել էին գործող իշխանություններին։

Այդուհանդերձ, Սահմանադրությունը պահանջում է ունենալ Հանրային խորհուրդ, և փաշինյանական վարչախումբն ի վերջո որոշել էր նորից վերակազմավորել այն, ընդգրկել այնպիսի գործիչների, որոնք հայտնի են գործող իշխանությունների նկատմամբ հավատարմությամբ կամ առնվազն լոյալությամբ։ Երեկ վերջապես ավարտվել է 45 անդամների անդամներից վերջինների նշանակումը։ Հիշեցնենք, որ Հանրային խորհուրդը ստեղծվել է Մարտի 1-ի իրադարձություններից հետո՝ 2008 թվականի հուլիսի 12-ին։ 2009 թվականի մարտի 11-ին հաստատվել է Հանրային խորհրդի կանոնադրությունը և առաջին անդամների ցանկը։ Հանրային խորհուրդն ունի խորհրդատվական մարմնի կարգավիճակ, բաղկացած է 45 անդամից։ 15 անդամների, այդ թվում` նախագահին, նշանակում է կառավարությունը, մյուս 15–ը նշանակվում են հասարակական կազմակերպությունների կողմից, իսկ արդեն նշանակված 30 անդամներն ընտրում են ևս 15 անդամների։

Երեկ ընտրվել են վերջին 15 անդամները, և այժմ մնում է, որ կառավարությունը նշանակի Հանրային խորհրդի նոր նախագահի։ Ընդ որում` Հանրային խորհրդի նոր կազմում ընդգրկվածների մեծ մասն իշխանամետ գործարարներ են, մտավորականներ, լրագրողներ, ինչպես նաև եթերից եթեր վազող և գործող իշխանությունների ապիկար ու դավաճանական վարքն արդարացնող տարբեր փորձագետներ ու գործիչներ։ Փաստացի այս մի կարևորագույն մարմինը ևս վերածվելու է Նիկոլ Փաշինյանի իշխանության կցորդի և խորհուրդներ ու եզրակացություններ է տալու, որոնք բխելու են բացառապես փաշինյանական իշխանության ցանկություններից և քմահաճույքներից։
