Գյումրիի 31/69 և 31/70 ընտրատարածքները, շատ կոնկրետ առանձնացել են ոչ միայն բարձր ընտրական մասնակցությամբ, այլև իշխանության թեկնածուի օգտին տրված անոմալ բարձր ձայներով։ Այս մասին այսօր՝ ապրիլի 2-ին, մամուլի ասուլիսի ժամանակ նշեց «Հայաքվե» ազգային քաղաքացիական միավորման համակարգող Ավետիք Չալաբյանը՝ նկատելով, որ ըստ լուրերի, դա ՔՊ թեկնածու Սարիկ Մինասյանի թաղն է, որտեղ նա ծնվել է:
«Եթե Գյումրիում միջինում նա ստացել է 36% աջակցություն, ապա 31/69 ընտրատեղամասում նա ստացել է 57%, իսկ 31/70-ում՝ 68%, որը ընդհանրապես ասած ամենաբարձր թիվն է որևէ թեկնածու օգտին տված: Սա ինքնին կարող էր նորմալ լինել, եթե այդ երկու ընտրատեղամասերի շուրջը և նրանց ներսում օրվա ընթացքում անընդհատ խախտումների մասին բողոքներ չստացվեին, ընդ որում ոչ միայն մեր դիտորդական առաքելությունից, այլև այլ դիտորդական առաքելություններից, վստահված անձանցից, լրագրողներից: Այդտեղ կային կուտակումներ, ընդ որում հիմնականում մոտավորապես նույն տեսքի, նույն կերպ հագնված, մոտավորապես նույն տարիքային խմբի և նույն սեռային խմբի քաղաքացիների:
Երկրորդը, զգացվում էր, որ նրանք փորձում են ներգործել քաղաքացիների վրա, որոնք գալիս էին ընտրական տեղամաս: Ավելին, մենք կարողացել ենք արձանագրել այդ ընտրատեղամասերի մեջ մեջտեղում ընտրատեղամասից բառացիորեն 35 մետր հեռավորության վրա գործող Սարիկ Մինասյանի ապօրինի ընտրական շտաբի առկայությունը: Այդտեղ փորձում էին քաղաքացիներին ուղղորդել, և երբ որ մենք փորձեցինք այդ շտաբը ներթափանցել, տեղի ունեցավ այն միջադեպը:
31/70 ընտրատեղամասից բողոքներ ենք ստացել մի քանի անգամ բաց քվեարկության մասին, ուստի այդ բոլորը համախմբի մեջ, կարող ենք ենթադրություն կատարել, որ այդ կոնկրետ երկու տեղամասերում քվեարկության արդյունքները հավաստի չեն և չեն արտացոլում բնակչության իրական կամքը: Մենք կոչ ենք անում կենտրոնական ընտրական հանձնաժողովին հատուկ ուսումնասիրել այդ երկու ընտրատարածքների ստացվող բոլոր բողոքները և որոշում կայացնել արդյոք վավեր են ճանաչվում այդ երկու ընտրատեղամասերում տեղի ունեցած քվեարկության արդյունքները»,- ընդգծեց Չալաբյանը:
