«Փաստ» օրաթերթը գրում է.
Կրթության, գիտության, մշակույթի և սպորտի նախարարությունը հանրային քննարկման է ներկայացրել «Պետական ուսումնական հաստատություն տնօրեն գործուղելու կարգը հաստատելու մասին» ԿԳՄՍ նախարարի հրամանի նախագիծը:
Նշվում է, որ իրավական ակտի ընդունման անհրաժեշտությունը պայմանավորված է այն հանգամանքով, որ այժմ բազմաթիվ են դեպքերը, երբ հանրակրթական ուսումնական հաստատության տնօրենի պաշտոնը տևական ժամանակ թափուր է մնում օրենքի պահանջին համապատասխանող հավակնորդների բացակայությամբ կամ դիմողների՝ հարցազրույցի փուլը չհաղթահարելու պատճառով: Ներկայում հանրակրթական ուսումնական հաստատություններ տնօրենների գործուղման գործընթաց առկա չէ: Նախագծով առաջարկվում է հանրակրթական ուսումնական հաստատություն տնօրենի գործուղում այն դեպքում, եթե առնվազն 3 անգամ հայտարարված մրցույթի արդյունքներով տնօրենի թափուր տեղի համար դիմորդ չի եղել կամ տեղը չի համալրվել, տնօրենն ազատվել է աշխատանքից՝ ուսումնական հաստատության ցածր կատարողականի կամ ցածր կատարողական ունենալու համար աջակցություն ստանալուց հետո առաջընթաց չապահովելու պատճառով:
Նախագծով առաջարկվում է նաև գործուղվող տնօրենին տրամադրել 138 300 դրամ լրավճար՝ 5 տարի ժամկետով, որը ներառում է աշխատավարձից վճարվող հարկերը, սոցիալական կամ օրենքով սահմանված պարտադիր այլ վճարներ։
Սահմանվում է նաև, որ գործուղվել կարող են այն տնօրենները կամ տնօրենի հավակնորդները, որոնք ղեկավարում են որևէ ուսումնական հաստատություն, որն ունի կատարողականի բարձր ցուցանիշներ, կամ կառավարության սահմանած կարգով ստացել են որևէ հանրակրթական ուսումնական հաստատության զարգացման ծրագրի դրական եզրակացություն և հաղթահարել են հարցազրույցի փուլը, ստացել են «Կրթության կառավարում և առաջնորդություն» վերապատրաստման դասընթացն ավարտելու վկայական:
Նախագծի ընդունման արդյունքում ակնկալվում է, որ հնարավորություն կստեղծվի այս կարգով համալրելու հանրակրթական ուսումնական հաստատությունների տնօրենների թափուր հաստիքները, ինչի արդյունքում պայմաններ կստեղծվեն հաստատության անխափան և արդյունավետ գործունեության համար:
«Պետական ուսումնական հաստատություն տնօրեն գործուղելու կարգը հաստատելու մասին» կրթության, գիտության, մշակույթի և սպորտի նախարարի հրամանի նախագծի ընդունումը նախատեսում է պետական բյուջեի ծախսերի ավելացում: 2026 թվականին նախատեսվում է ունենալ 26 գործուղված տնօրեն: Մեկ գործուղվող տնօրենի համար տարեկան նախատեսվում է մոտ 2 000 000 դրամ, ընդհանուր հաշվով՝ 52 000 000 դրամ: Նախարարի հրամանի նախագծի ընդունմամբ այլ իրավական ակտերում փոփոխություն կատարելու անհրաժեշտությունը բացակայում է:
