Գյումրիի ընտրություններին ներգրավված են իրավապահ մարմինները՝ ընդդիմադիր մրցակիցներին ճնշելու նպատակով. «Հայաքվե»

Պառլամենտարիզմի զարգացման միջազգային կենտրոնը «Հայաքվե» դիտորդական առաքելություն հետ համատեղ տարածել են Գյումրիում տեղի ունեցող խուզարկությունների վերաբերյալ հայտարարություն, որտեղ ասված է.

Արձանագրում ենք Գյումրի համայնքի ավագանու ընտրություններին իրավապահ մարմինների ներգրավածությունը՝ ընդդիմադիր մրցակիցներին ճնշելու նպատակով:

  1. Հայաստանի կոմունիստական կուսակցության թեկնածու Վարդան Ղուկասյանը և իր թիկնապահը՝ բիրտ ուժի կիրառմամբ բերման են ենթարկվել քրեական ոստիկանության հատուկ ջոկատայինների կողմից:
  2. «Իմ հզոր համայնք» կուսակցության թեկնածու Ռուբեն Մխիթարյանը հրավիրվել է Քննչական կոմիտե հարցաքննության, ինչի արդյունքում՝ վերջինս ստիպված է եղել ընդհատել նախընտրական քարոզչությունը Գյումրիում և մեկնել Երևան:
  3. Քիչ առաջ Հակակոռուպցիոն կոմիտեի օպերատիվ հետախուզական վարչության աշխատակիցները խուզարկություն են մեկնարկել «Մայր Հայաստան» կուսակցությունների դաշինքի գրասենյակում և թեկնածուի՝ Արա Ոսկանյանի բնակարանում, գրասենյակի աշխատակիցներ են բերման ենթարվել Երևան և փաստաբանի մուտքը խոչընդոտում են վստահորդի մոտ

Ընդգծենք, որ այս ուժն այսօր՝ մարտի 27-ին, նախատեսել էր աջակիցների հավաք՝ նախընտրական քարոզչության շրջանակներում:

  1. Իրավապահ մարմինները խուզարկություն են իրականացնում «Մեր քաղաքը» կուսակցությունների դաշինիք գրասենյակներում։

5.Բացի այդ, ըստ մամուլի և քաղաքացիների ահազանգերի՝ ոստիկանության բաժիններ են հրավիրվում ընդդիրմադիր թեկնածուների աջակիցները:

Ըստ «Ժողովուրդ» օրաթերթի՝ «Քաղաքացիական պայմանագիր» կուսակցության թեկնածու Սարիկ Մինասյանի եղբայր, Շիրակի մարզի ԱԱԾ վարչության պետն է, ով իր հերթին համակարգում է ընդդիրմադիր ուժերի թեկնածուների և աջակիցների նկատմամբ ճնշումները։

ՀՀ-ում ընտրություններն անցկացվում են ընդհանուր, հավասար, ազատ և ուղղակի ընտրական իրավունքի հիման վրա` գաղտնի քվեարկությամբ:

Եթե անգամ իրավապահ մարմինները հայտնաբերում են հանցագործության հատկանիշներ, նրանց միջամտությունը ՉՊԵՏՔ է պարունակի պատժիչ տարրեր և ներազդի կամ սահմանափակի ընտրություններին մասնակցող ուժի կամ գործչի քարոզչության վրա»։

Ակնհայտ է, որ իրավապահ մարմինների բիրտ գործողություններն ու միջամտություններն ունենում են ընտրությանը մասնակցող ընդդիմադիր ուժերի նկատմամբ հակաքարոզչական ազդեցություն՝ ներազդելով քաղաքացիների հիմնարար ընտրական իրավունքի իրականացման վրա»։
