«Փաստ» օրաթերթը գրում է.
Երեկ Հայաստանի Ազգային ժողովը, իսկ ավելի ստույգ՝ ՔՊ-ն, երկրորդ ընթերցմամբ ու ամբողջությամբ ընդունեց «Եվրոպական միությանը Հայաստանի Հանրապետության անդամակցելու գործընթացի մեկնարկի մասին» օրենքի նախագիծը։ Կողմ քվեարկեցին քպականները (64 կողմ), «Պատիվ ունեմ» խմբակցությունը դեմ քվեարկեց, իսկ «Հայաստան» խմբակցությունը չմասնակցեց քվեարկությանը։ Վերջինիս ներկայացուցիչներն այս նախաձեռնությունը գնահատեցին որպես արկածախնդրություն և բաժակաճառ:
Մինչ քվեարկությունը հայտարարությամբ էր հանդես եկել «ՀայաՔվե» ազգային քաղաքացիական միավորման խորհուրդը՝ մասնավորաբար հորդորելով «Ազգային ժողովի բոլոր խմբակցություններին և անհատ պատգամավորներին՝ ձեռնպահ մնալ այս անհեթեթ օրենքի նախագծի օգտին քվեարկելուց, իսկ եթե, այնուամենայնիվ, գործող վարչախումբը պարտադրանքի միջոցով ընդունել տա այն՝ դիմել Սահմանադրական դատարան՝ քննելու նրա համապատասխանությունը ՀՀ Սահմանադրությանը»։
«Փաստը» դիմեց «ՀայաՔվե» նախաձեռնության համակարգող Ավետիք Չալաբյանին՝ խնդրելով մեկնաբանել, թե ինչո՞ւ է անհրաժեշտ դիմել ՍԴ, և ի՞նչ կարծիք ունի այս գործընթացի հետ կապված: Նրա խոսքերով, «Եվրաքվեն» Ազգային ժողով բերելն ու, առավել ևս, քպականներով ընդունելը պետական մակարդակով խաբեություն է և ծաղր ժողովրդավարական արժեքներ դավանող հայ ժողովրդի հանդեպ:
Պարոն Չալաբյանը հիշեցնում է, որ Հայաստանի Հանրապետությունն ինտեգրացիոն մեկ այլ կառույցի՝ Եվրասիական տնտեսական միության (ԵԱՏՄ) անդամ է, և մնալով այդ կառույցի կազմում և միաժամանակ սկսելով մեկ այլ միությանն անդամակցության գործընթացի իմիտացիա՝ գործող քաղաքական ռեժիմը գնում է հերթական վտանգավոր արկածախնդրությանը՝ դրա թե՛ տնտեսական, թե՛ քաղաքական հետևանքներով։ Ըստ մեր զրուցակցի, այս պարագայում պարզապես անհեթեթություն է օրենսդրական նման նախաձեռնությունը: «Ավելին, այն կարող է հանգեցնել ԵԱՏՄ-ում բազմաթիվ անցանկալի հետևանքների», - նշում է Ավետիք Չալաբյանը։
Նա համաձայն է այն գնահատականների հետ, որ օրենքի նախագծի տեքստը սին, անբովանդակ հայտարարություն է, որը, ըստ Չալաբյանի, որևէ իրավական հետևանք չունի ո՛չ երկրի ներսում, ո՛չ դրսում։ «Վերոնշյալը հիմք է տալիս պնդելու, որ օրենսդրական այս նախաձեռնությամբ գործող վարչախումբը ստեղծում է եվրաինտեգրման կեղծ պատրանք՝ առաջիկա ընտրություններին իրենից հիասթափված քաղաքացիների ձայները գողանալու համար»,-ասում է մեր զրուցակիցը։
