ՀՀ-ում արտերկրյա ֆինանսավորմամբ գյուղատնտեսական ծրագրերի իրականացումը ավելի ու ավելի հաճախակի է դառնում: Օրերս ՀՀ գյուղատնտեսության նախարար Սերգո Կարապետյանն ընդունել է կարտոֆիլի վերամշակման հոլանդական «Ֆարմ ֆրիտես» ընկերության զարգացման ծրագրերի պատասխանատու Յոս դեն Բոերին: Հանդիպման սկզբում ներկայացնելով ընկերության գործունեության հիմնական ուղղվածությունը` Յոս դեն Բոերը նախարարին տեղեկացրել է, որ «Ֆրանկ Մյուլլեր» ընկերության հիմնադիր, շվեյցարահայ խոշոր գործարար Վարդան Սրմաքեշի կողմից իրականացվող Շիրակի զարգացման ծրագրի շրջանակում քննարկվել է մարզում կարտոֆիլի վերամշակման արտադրության կազմակերպման հնարավորությունը:

Ըստ «Ֆարմ ֆրիտես» ընկերության զարգացման ծրագրերի պատասխանատու Յոս դեն Բոերի նախատեսվում է կազմակերպել կարտոֆիլի ալյուրի (ֆլեյքի) արտադրություն, որի նպատակով կսպառվի տարեկան շուրջ 70 հազար տոննա կարտոֆիլ: Հիշյալ ծրագրով հետաքրքրված է կարտոֆիլի վերամշակման աշխարհի հինգ խոշորագույն ընկերությունների թվում դասվող հոլանդական «Ֆարմ ֆրիտես» ընկերությունը, որը պատրաստակամություն է հայտնել համաֆինանսավորմամբ մասնակցել Հայաստանում վերամշակման գործարանի կառուցմանը:

Սերգո Կարապետյանն էլ նշել է, որ կարտոֆիլի վերամշակմանն ուղղված ծրագրի իրականացումը Հայաստանի համար շատ կարևոր է և մեր երկրում տարեկան արտադրվում է շուրջ 750 հազար տոննա կարտոֆիլ, որով մենք կարողանում ենք ոչ միայն ներքին պահանջարկն ամբողջությամբ բավարարել, այլև արտահանել: Կարտոֆիլի վերամշակման կազմակերպումը հնարավորություն կընձեռի հաջողությամբ լուծել դրա պահպանման և հետագա օգտագործման խնդիրը: 
Հարկ է նշել նաև, որ հաշվի առնելով այն, որ Հայաստանի մարզերի` հատկապես Շիրակի և Գեղարքունիքի բնակլիմայական պայմանները չափազանց նպաստավոր են կարտոֆիլի արտադրության համար` նախարարը համոզմունք է հայտնել, որ մեր երկրում կարտոֆիլի ալյուրի արտադրության կազմակերպումը կլինի ոչ միայն արդյունավետ, այլև կնպաստի կարտոֆիլի արտադրության ծավալների ավելացմանը: Հանդիպման ընթացքում հյուրը տեղեկացրել է, որ առաջիկայում պատրաստվում է այցելել Շիրակի մարզ` տեղում արտադրության կազմակերպման համար պայմաններին ծանոթանալու նպատակով:

Նախարարն իր կողմից պատրաստակամություն է հայտնել հնարավորինս աջակցել ծրագրի իրականացման ընթացքում, այդ թվում` նաև խորհրդատվական ծառայությունների մատուցման, ինչպես նաև գյուղացիական տնտեսությունների հետ համագործակցության հարցում:
