«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Ոստիկանությունում ծառայության մասին» օրենքում: Նախագծով առաջարկվում է ոստիկանությունում ծառայության անցնելու տարիքային շեմի սահմանափակումը հանել՝ հնարավորություն տալով ոստիկանությունում ծառայության անցնել նաև 35 տարին լրացած այն անձանց, որոնք իրենց անձնական, գործնական հատկանիշներով, կրթությամբ, ֆիզիկական պատրաստվածությամբ և առողջական վիճակով կարող են կատարել ոստիկանության գործառույթները։ Հնարավորություն է տրվում նաև ոստիկանությունում առաջին անգամ պաշտոնի նշանակված ծառայողին ատեստավորվել ոչ թե պաշտոնի նշանակվելուց վեց ամիս անց, այլ՝ իր նախաձեռնությամբ ցանկացած ժամանակ։ Բացի այդ, նախագծով իրավական հիմք է ստեղծվում համայնքային ոստիկանությունը առավել թիրախային կրթական ծրագրի շրջանավարտներով օպերատիվ կերպով մեկանգամյա համալրելու համար։ Ընդ որում, համայնքային ոստիկանի արհեստագործական կրթություն ստացած, ինչպես նաև համապատասխան վերապատրաստում անցած ծառայողները համարվում են հավելավճարի ստացում նախատեսող ատեստավորում անցած։

Նախագծերով սահմանվում է, որ համայնքային ոստիկանի պաշտոնում կարող են նշանակվել միայն լիազոր մարմնի ուսումնական հաստատությունում համայնքային ոստիկանի արհեստագործական կրթություն ստացած անձինք։ Ինչ վերաբերում է գործող ոստիկանության ծառայողներին, ապա նրանց նշանակումը համայնքային ոստիկանության միջին, ավագ և գլխավոր խմբերի պաշտոններում կատարվելու է բացառապես լիազոր մարմնի ուսումնական հաստատությունում համապատասխան վերապատրաստման դասընթացն ավարտելուց հետո։

Բացի այդ, «Ոստիկանությունում ծառայության մասին» օրենքի կարգավորումները անհրաժեշտ է համապատասխանեցնել «Մասնագիտական կրթության և ուսուցման մասին» օրենքի տերմինաբանությանը, մասնավորապես՝ «նախնական մասնագիտական կրթություն» բառերը փոխարինվում են «արհեստագործական կրթություն» բառերով:

Նախագծի ընդունման դեպքում պետական բյուջեում կառաջանան ծախսեր, որոնց կանխատեսման աշխատանքները գտնվում են ընթացքի մեջ:

Նախագծի ընդունմամբ ակնկալվում է օպերատիվ կերպով լուծել համայնքային ոստիկանությանն անհրաժեշտ մասնագիտական պատրաստվածություն ունեցող կադրերով համալրելու խնդիրը՝ մինչև բազային և շարունակական կրթության համակարգի իրագործումը:
