Մոսկվայում մարտի 20-ին Հայաստանի և Ռուսաստանի արտգործնախարարությունների միջև քաղաքական խորհրդակցություններ են կայացել՝ Հայաստանի և Ռուսաստանի փոխարտգործնախարարներ Մնացական Սաֆարյանի և Միխայիլ Գալուզինի գլխավորությամբ։ Հայկական կողմը նշում է, որ քննարկվել են տարածաշրջանի զարգացումներին, երկկողմ հարաբերություններին վերաբերող հարցեր։

Սաֆարյանը Գալուզինին տեղեկացրել է ՀՀ արտաքին քաղաքականության հիմնական ուղղությունների և տեսլականի, ինչպես նաև Ադրբեջանի հետ երկկողմ ձևաչափում սահմանազատման ուղղությամբ արձանագրված առաջընթացի, խաղաղության համաձայնագրի համաձայնեցման, ՀՀ կողմից «Խաղաղության խաչմերուկ» ծրագրի շրջանակներում ապաշրջափակման ուղղությամբ տարվող աշխատանքների վերաբերյալ:

Հայ-ռուսական հարաբերություններում վերջին շրջանում շոշափելի փոփոխություններ են եղել, ընդ որում, Փաշինյանի հրահանգով։ Թեպետ Ռուսաստանը շարունակում է անվստահությամբ վերաբերվել Փաշինյանին՝ հասկանալով, որ վեկտորալ շրջադարձը կապված է Դոնալդ Թրամփի պաշտոնավարման, Վաշինգտոնի կողմից ՀՀ նկատմամբ հետաքրքրության կորստի, աշխարհաքաղաքական փոփոխությունների հետ։ Ավելին, թե՛ Փաշինյանը, թե՛ իր իշխանության մյուս ներկայացուցիչները որևէ թթու խոսք վերջին շրջանում չեն ասում ՌԴ հասցեին, իսկ ՀԱՊԿ-ի մասին, որի հասցեին գործող իշխանությունները, թերևս, միայն հայհոյանք չեն տվել, խոսելիս մեղմիկ բառախաղեր են անում։

Երեկ Հանրայինին տված հարցազրույցում Փաշինյանը հայտարարել է. «ՀԱՊԿ-ը ՀՀ անվտանգության երաշխավորն է եղել։ Մենք ուզում ենք նորից նույն պատմության մեջ մտնե՞լ։ Ո՛չ, ես համաձայն չեմ։ Պետք է՝ խաղաղություն, հարևանների միջավայրում ապրելու հմտություն և ունակություն, պաշտպանունակ բանակ, որի կերպափոխման գործընթացը որևէ կերպ չի կարող վտանգել խաղաղությունը»։ Որևէ բառ չի ասել ՀԱՊԿ կողմից իր պարտավորությունները չկատարելու, դաշինքի որոշ անդամների կողմից Ադրբեջանին աջակցելու մասին։
