Այս քաղաքական պահանջը հասկանալի կլիներ ողջ աշխարհի համար։ Աշխարհը կընդունի, որ Հայաստանի և Ադրբեջանի միջև չի կարող հաստատվել խաղաղություն, երբ զուգահեռաբար հայ պատանդներ են պահվում։ Պատանդ վերցնելը ճնշման, ստիպողական գործողություն է, իսկ ճնշման ներքո խաղաղություն չի լինում։
Պատանդներին ազատ արձակելու քաղաքական պահանջը գործընկեր երկրներին հասկանալի դարձնելու և Ադրբեջանի ուղղությամբ ճնշումներ գործադրելու համար պետք է գործի լծվեին օտարերկրյա պետություններում Հայաստանի ներկայացուցիչները:
Հայաստանը հավատարմագրված դեսպաններ ունի աշխարհի 100 երկրում, այդ երկրներից 50-ում գործում են դեսպանություններ։ Հայաստանը ներկայացուցիչներ ունի աշխարհի 23 միջազգային կազմակերպություններում, պատվո հյուպատոսներ ունի 51 երկրում: 45 պետություն Հայաստանում դեսպանություն ունի։ 72 պետություններ էլ Հայաստանում ոչ ռեզիդենտ դեսպաններ ունեն։
