Ալավերդի համայնքում «Քաղաքացիական պայմանագիր» կուսակցության կատարած ապօրինություններն օրինակ են, թե ինչպես է հանցավոր ռեժիմը վարվում ընդդիմադիրների հետ։ Ալավերդու ավագանին գրեթե միաձայն որոշել է մանդատից զրկել ընդդիմադիր «Ապրելու երկիր» խմբակցության 9 անդամներին, այդ թվում՝ մեկ տարի առաջ համայնքապետի պաշտոնից զրկված Արկադի Թամազյանին: Առաջարկը ներկայացրել էր «Քաղաքացիական պայմանագիր» խմբակցության անդամ, համայնքի ղեկավար Դավիթ Ղումաշյանը՝ պատճառաբանելով, թե «Ապրելու երկրի» անդամները տևական ժամանակ չեն մասնակցում ավագանու նիստերին։

2021 թ. ընտրություններին «Քաղպայմանագիրը» պարտվեց, իսկ Ալավերդիում իշխանությունը վերցրին «Ապրելու երկիրն» ու Հայ ազգային կոնգրեսը։ ՔՊ-ին 2023 թ. հաջողվել էր իրենց կողմը քաշել «Ապրելու երկիր» խմբակցության անդամներից մեկին, լոկալ մակարդակում իշխանափոխություն իրականացնել, զավթել համայնքապետի պաշտոնը։ Իսկ դրանից հետո ընդդիմություն դարձած ուժերը հրաժարվում էին մասնակցել նիստերին՝ քաղաքական բոյկոտ հայտարարելով։

Չբավարարվելով իշխանության զավթմամբ՝ «Քաղպայմանագիրն» այժմ ընդհանրապես իրեն ազատել է ընդդիմության ներկայությունից։ Իսկ այս մեկ դրվագն ապացուցում է, թե իրականում Փաշինյանն ու իր հանցախումբն ինչպես են վերաբերվում ժողովրդավարությանը։ Առաջիկայում Գյումրիի և Փարաքարի ընտրություններն են, որտեղ ՔՊ-ին ու նրա արբանյակներին իշխանությունից զրկելու իրական շանս կա։ Միևնույն ժամանակ, չպետք է սողանցքներ թողնել, որ հանրության ձայնը հերթական անգամ չխեղաթյուրեն։
