Դիվանագետների համահայկական խորհրդի հայտարարությունը

Դիվանագետների համահայկական խորհուրդը ողջունում է Շվեյցարիայի համադաշնության խորհրդարանի վերին պալատի՝ Կանտոնների խորհրդի կողմից «Լեռնային Ղարաբաղի համար խաղաղության ֆորում. հայերի վերադարձի հնարավորության ապահովում» անվանումը ստացած բանաձևի ընդունումը՝ որպես շարունակություն և ամփոփում 2024թ. դեկտեմբերի 17-ին Համադաշնության խորհրդարանի ստորին պալատի՝ Ազգային խորհրդի կողմից ընդունված նույն առաջարկի:
Ընդունված բանաձևը, որ այդ երկրի օրենսդրության համաձայն պարտադիր կատարման իրավական ակտի ուժ է ստանում, նախատեսում է Լեռնային Ղարաբաղի և Ադրբեջանի ներկայացուցիչների միջև երկխոսություն ծավալելու նպատակով հատուկ հարթակ ձևավորելու Շվեյցարիայի իշխանությունների պարտավորությունը: Իսկ հեռահար նպատակը բռնի տեղահանված հայ բնակչության անվտանգ, հավաքական և արժանապատիվ վերադարձն է պատմական հայրենիք:
Վերոնշյալ արձանագրումները հստակ ու անկողմնակալ հիշեցումներ են այն իրողության, որ Արցախի էջը չի կարող փակվել ուժի կիրառմամբ, էթնիկ զտումներով և ցեղասպանական գործողությունների սպառնալիքով: Անգամ հայաթափված վիճակում Արցախի հիմնախնդիրը չի կարող համարվել լուծված:
Այս իմաստով Շվեյցարիայի խորհրդարանի բանաձևը գալիս է լրացնելու 2023թ. նոյեմբերին Արդարադատության միջազգային դատարանի ընդունած որոշումը և Եվրոպական խորհրդարանի 2024թ. մարտ ու հոկտեմբեր ամիսներին ընդունած բանաձևերը, որտեղ վերահաստատված են բռնի տեղահանված անձանց վերադարձի իրավունքը: Թվարկված բոլոր փաստաթղթերը վկայում են, որ կա միջազգային հստակ և աներկբա ընկալում Արցախի ժողովրդի իրավունքների վերականգնման հարցով, որ առանց այդ խնդրին անդրադառնալու հնարավոր չի լինելու տևական ու կայուն խաղաղության հաստատումը տարածաշրջանում:
Մենք կարևորում ենք նաև Արցախի ժողովրդի հիմնարար իրավունքների պաշտպանության հարցերով ստեղծված Հանձնախմբի բեղմնավոր գործունեությունը, որի ջանքերով անցած մեկ տարվա ընթացքում բավարար հիմքեր են ստեղծվել տարբեր երկրներում և միջազգային կառույցներում մեծածավալ աշխատանք իրականացնելու համար: Միևնույն ժամանակ ստիպված ենք փաստել, որ այս պատասխանատու գործում ՀՀ իշխանությունները բռնել են անտարբեր դիտորդի դերը:
Խորհուրդը կոչ է անում բոլոր այն երկրներին ու կազմակերպություններին, որոնք անկեղծորեն ցանկանում են նպաստել Հարավային Կովկասում կայունության և խաղաղության հաստատմանը, գործնականում սատարել Շվեյցարիայի խորհրդարանի որոշմանը՝ հայերի ու ադրբեջանցիների միջև երկխոսություն սկսելու և իրական հաշտեցման ճիշտ հիմքեր ձևավորելու համար:
