Քաղաքականությունը և քաղաքական գործընթացները անխուսափելի են ցանկացած երկրում, սակայն տվյալ պետության հզորությունը պայմանավորված է առավելապես տնտեսական քաղաքականությամբ և տնտեսական գործընթացներով։

Հայաստանի սոցիալ-տնտեսական վիճակը բնութագրող վերջին ամիսների պաշտոնական ցուցանիշները ցույց են տալիս, որ վիճակը վատթարանում է։

Մասնավորապես, տնտեսական աճի տեմպը դանդաղում է, արտաքին առևտրաշրջանառությունը կրճատվել է մի քանի տասնյակ տոկոսով, բացակայում են  մեծածավալ ներդրումները, տնտեսության իրական հատվածի, այսինքն արդյունաբերության, գյուղատնտեսության և շինարարության տեսակարար կշիռը համախառն ներքին արդյունքի կառուցվածքում նվազել է այնքան, որքան չի եղել նորանկախ Հայաստանի տնտեսական կենսագրության օրոք։ Եվ այս պայմաններում փոխանակ ակտիվ իրականացվի տնտեսական ազատությունների և ներդրումների համատարած խթանման քաղաքականություն, կտրուկ մեծանում է ֆինանսական և հարկային ճնշումը բիզնեսի և քաղաքացիների ուսերին։

Շրջանառության հարկին, գույքահարկին, աղբահանության վճարներին, եկամտային հարկի հայտարարագրմանը ավելանում է ևս մեկ ճնշման միջոց։ Խոսքը վերաբերվում է «Վարչական դատավարության մասին» ՀՀ օրենքի համապատասխան դրույթներում այնպիսի մի փոփոխության, համաձայն որի, ասուհետ եթե որևէ բիզնեսի կամ քաղաքացու նկատմամբ կիրառվել է վարչական ակտ, ասենք նրանց տուգանելով, օրինակ 100 հազար, 1 մլն, կամ 100 մլն․ դրամ և ավելի գումար, ապա իհարկե, դուք կարող եք այն վիճարկել վարչական դատարանում, սակայն մինչ այդ, պարտադիր տույժը կամ տուգանքը պետք է վճարվի։ Հետագա տարիներին, կախված դատարանի վճռից, այդ գումարը ետ կստանան կամ ոչ։

Հետաքրքիր է, որքա՞ն են կազմում այդ տիպի գումարները ամբողջական և տարեկան։

Կարծում եմ միլիարդավոր դրամներ։

Եվ երբ դրանք դուրս են մղվում տնտեսական շրջանառությունից, պետությունը և հասարակությունը շահու՞մ են, թե՞ տուժում։

Եթե կա պետական բյուջեն ամեն գնով և ուժով լցնելու մտադրություն, թող ասեն, եթե ոչ, ապա մեր ժողովուրդը կշարունակի ուղղակի աղքատանալ։

Իսկապես,այս ամենը անհասկանալի է։

Եվ վերջում, 750 մլն դոլար կազմող եվրապարտատոմսերի 7.1 գերբարձր տոկոսով տեղաբաշխումն իսկապես խոսում է ֆինանսական գերպակասորդի մասին։
