Միջազգային ատյաններում հայցերից հրաժարվելու դեպքում դատի ենք տալու իշխանությանը․ Բեգլարյան

Արցախի նախկին պետնախարար Արտակ Բեգլարյանը գրում է․
«Չնայած ՀՀ իշխանությունների կողմից հերթական միակողմանի զիջմանը Ադրբեջանին, միևնույն է՝ ես շարունակում եմ կարծել, որ Ալիևը չի ստորագրելու այդ փաստաթուղթը: Ալիևն ուզում է ամեն ինչ, այդ թվում՝ անկենսունակ Հայաստանի Հանրապետություն ու շարունակվող հայատյացության քաղաքականություն՝ առանց պարտավորություններ ստանձնելու: Ալիևը մինչև հիմա ստացել է բազմաթիվ լրջագույն զիջումներ (այդ թվում՝ Արցախը)՝ առանց դրանց դիմաց որևէ բան տալու:
Վտանգը մեծ է, որ շուտով իշխանությունները զիջումներ են անելու նաև այն հարցերում, որոնց կատարման համար առ այսօր համաձայնագրի ստորագրումը ներկայացվել է որպես նախապայման (միջազգային հայցերից հրաժարում, Մինսկի խմբի լուծարում և այլն):
Ուստի, զգուշացնում եմ ՀՀ իշխանություններին և հատկապես գլխավոր որոշում կայացնող Նիկոլ Փաշինյանին, որ միջազգային ատյաններում հայցերից հրաժարվելու դեպքում բազմաթիվ հայեր, ներառյալ՝ ես, նույն միջազգային ատյաններում դատի ենք տալու ՀՀ իշխանություններին՝ մեր իրավունքները խախտելու համար: Ավելին, մենք հնարավորինս պետք է անենք, որ յուրաքանչյուր պաշտոնյա կրի անհատական պատասխանատվություն «պետության» անվան տակ իրականացված մարդու իրավունքների խախտումների համար, որոնք, առավել ևս, կարձանագրվեն ներպետական և ՄԻԵԴ դատական ակտերով:
Այո, մենք խաղաղության կարիք ունենք, բայց առաջարկվող համաձայնագիրը չի կարող բերել խաղաղություն ու արդարություն, քանի որ ընդհանրապես հաշվի չի առնում հակամարտության բազմաթիվ կենսական հիմնախնդիրներ և բոլոր կողմերի իրական իրավունքներն ու շահերը: Մի ողջ ժողովրդի հիմնարար իրավունքների, արժանապատվության ու ընդհանրապես ճակատագրի հաշվին խաղաղություն չի կարող լինել, առավել ևս, երբ դիմացի ռեժիմը ցեղասպանական էություն ունի և պահում է իր իշխանությունը ռասիզմի ու ցեղասպանական գաղափարախոսության հենասյուների վրա»:
