Հայաստանի ԱԳՆ-ում Դիվանագետի օրվան նվիրված միջոցառմանը Փաշինյանն առանձին զրույց է ունեցել ԱԳ նախարար Արարատ Միրզոյանի, ԱԳՆ-ի մի շարք բարձրաստիճան պաշտոնյաների հետ, կոշտ դժգոհել Ռուսաստանում Հայաստանի դեսպան Գուրգեն Արսենյանի աշխատանքից, ասել է, թե վերջինս, ըստ էության, որևէ հարց չի կարողանում լուծել Ռուսաստանում, որևէ կշիռ չունի, թեև սկզբնապես համոզել է, թե իրեն Ռուսաստանում հարգողներ կան։ Ըստ Փաշինյանի, Արսենյանը զբաղված է զուտ անձնական PR-ով, երբեմն-երբեմն հանդիպումներ է ունենում երկրորդական ինչ-որ երկրների դեսպանների հետ, լուսանկարներ և հաղորդագրություններ է տարածում, բայց հստակ գործ անել չի կարողանում։

Մինչդեռ Գուրգեն Արսենյանի առջև մանավանդ հիմա, առավել քան կոնկրետ խնդիրներ են դրված՝ մեղմացնել հարաբերությունները ռուսաստանյան ոչ միայն իշխանական իստեբլիշմենտի հետ, այլ նաև էլիտաների հետ, որոնք Հայաստանի նկատմամբ բավականին սառն են տրամադրված, եթե չասենք, որ Հայաստանը համարում են, ըստ էության, Ռուսաստանին դավաճանած երկիր։

ԱԳ նախարարը հակադարձել է, թե ինքը չէ Արսենյանին գործուղել Ռուսաստան, նրա նշանակումը մաքուր քաղաքական է եղել, ինքը՝ Փաշինյանն էլ այդ նշանակմամբ բիզնես-շահեր է ունեցել։ Քաղաքական սկզբունքներ չունեցող գործարարին Մոսկվա ուղարկելով՝ Փաշինյանը համարել է, թե կարող է նրա միջոցով ինչ-որ հարցեր լուծել իր և իր ընտանիքի բարեկեցության համար։

Արսենյանը տևական ժամանակ չէր կարողանում նշանակման ագրեման ստանալ, ամիսներ անց միայն Մոսկվան համաձայնվել է նրա նշանակմանը, բայց որևէ լուրջ պաշտոնյա նրա հետ շփվելու ցանկություն չունի։ Ավելին, ռուսական կողմը սահմանափակել է Հայաստանի հետ շփումները, իսկ խոսակցությունների տոնայնությունը փոխվել է, կոշտացել։
