Արցախցիներին տրամադրվող 40+10 աջակցության ծրագիրը դադարել է, իսկ նոր ծրագիրն էլ բոլորի համար չէ

Արցախցիները դժգոհում են, որ կառավարությունը դադարեցրել է Արցախից բռնի տեղահանվածներին տրամադրվող 40+10 աջակցության ծրագիրը։ Հիմա դրա փոխարեն այլ ծրագիր են իրականացնում, որը ևս մոտակա ամիսներին գնալով դադարելու է։
Աշխատանքի և սոցիալական հարցերի նախարարությունից MediaHub-ի հետ զրույցում ասացին, որ 40+10 աջակցության ծրագիրը այս տարվա հունվարից այլևս չի գործում, դրա փոխարեն մեկ շնչին 50 հազար դրամի չափով աջակցության ծրագիրն են գործարկել, որը, սակայն, բոլորի համար չէ և մոտակա ամիսներին էլ գնալով նվազելու է աջակցության չափը։ ԱՍՀ նախարարի մամուլի քարտուղար Զառա Մանուչարյանը MediaHub-ի հետ զրույցում ասաց, որ նախորդ տարեվերջից նոր ծրագիր է ընդունվել, որը տրամաբանական շարունակությունը պետք է լիներ 40+10 ծրագրի։
«Նախորդ ծրագիրը մեկ տարուց ավելի գործել է, գլխավոր նպատակը եղել է այն, որ օգնենք Արցախից բռնի տեղահանված մեր հայրենակիցներին իրենց կեցության ծախսերը հոգալ։ Նախարարությունը միշտ ասում է, որ անում ենք միջնաժամկետ և երկարաժամկետ ծրագրեր, սա մեկն էր միջնաժամկետ ծրագրերից։ Երկարաժամկետը բնակապահովման ծրագիրն է, որը այս պահին էլ գործում է, մեր հայրենակիցները դիմում են և սերտիֆիկատ են ստանում։ Իսկ մյուս ծրագիրը, որը 2025 թվականից է մեկնարկել, այս պահին գործող ծրագիրն է, որով ընտանիքի յուրաքանչյուր անդամին տրամադրում ենք 50 հազար դրամ։ Այս ծրագիրն ընդունվել է նախորդ տարեվերջից, և արցախցի մեր հայրենակիցներն իմացել են, որ այս պահին գործող այդ 50 հազար դրամների ծրագիրը շարունակվելու է ավելի խոցելի, ավելի թիրախային խմբերի համար»,-ասաց Զառա Մանուչարյանը։
Նա նշեց, որ այս պահին դեռ բոլորը, այսինքն՝ ոչ միայն խոցելի խմբերը, հունվարից մինչև մարտ ամսվա վերջ ստանալու են անձը 50 հազար դրամ, իսկ արդեն ապրիլից ստանալու են իր նշած այդ թիրախային խմբերը։ Դրանք են՝ 1-ին և 2-րդ խմբի հաշմանդամություն ունեցող անձինք, կերակրողին կորցրած անձինք, մինչև 18 տարեկանները և կենսաթոշակառուները։ Այս անձինք ապրիլ, մայիս և հունիս ամիսներին ստանալու են անձը 40 հազար դրամ աջակցություն, իսկ արդեն հուլիսից այդ 40 հազարը կդառնա 30 հազար դրամ։ Թե ինչով է պայմանավորված այս նվազումը, ԱՍՀ մամուլի քարտուղարն ասաց․
«Ցանկացած ծրագիր ունի նպատակ, իսկ նպատակն այն է, որ Արցախից բռնի տեղահանված մեր հայրենակիցներին պիտի աջակցենք կեցության ծախսերը հոգալու համար։ Հիմա, քանի որ բնակապահովման ծրագրի հնարավորությունն ունեն, կարող են դիմել, սերտիֆիկատ ստանալ և այդ հարցը հիմնական լուծել, ոչ թե կեցության համար ամեն ամիս պետությունը գումար վճարի, կշարունակենք աջակցել թիրախային խմբերին, հայրենակիցներին էլ ուղղորդում ենք բնակապահովման ծրագրին դիմել»։
Բայց սա ամենը չէ․ Զառա Մանուչարյանը նաև նշեց, որ եթե կլինեն քաղաքացիներ, որոնք չեն լինի թիրախային խմբերում, բայց կլինեն անապահով, այսինքն՝ կունենան աջակցության կարիք, այս պահին նախարարությունը հանրային քննարկման է ներկայացրել մի ծրագիր, որը հնարավորություն կտա ֆինանսական աջակցություն տրամադրել նաև այն ընտանիքներին, որոնք կլինեն անապահով։ Այսինքն՝ այս նոր նախագծի նպատակն այն է, որ նոր ծրագրով օգնեն նաև անապահով ընտանիքներին, և առանձնահատկությունն այն է, որ քաղաքացին երկու ծրագրից էլ կարող է միաժամանակ օգտվել, երբ որ նոր ծրագիրը ընդունվի։
