Եգիպտացորենի սերմերի ներմուծումը կազատվի ավելացած արժեքի հարկից. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Էկոնոմիկայի նախարարությունն առաջարկում է լրացումներ կատարել «Կազմակերպությունների և անհատ ձեռնարկատերերի կողմից ներմուծվող՝ ակցիզային հարկով հարկման ոչ ենթակա այն ապրանքների ցանկը հաստատելու մասին, որոնց ներմուծումն ազատված է ավելացված արժեքի հարկից» օրենքում: Նշվում է, որ այն մշակվել է՝ հաշվի առնելով շահագրգիռ կազմակերպություններից և անհատ ձեռնարկատերերից ստացված դիմումներով ներկայացված առաջարկությունները:
Այս օրենքի ընդունման անհրաժեշտությունն, ըստ նախարարության, պայմանավորված է հողօգտագործողների համար քաղցր եգիպտացորենի սերմերի հասանելիության բարձրացման, ցանքատարածությունների ավելացման, արտադրվող արտադրանքի ինքնարժեքի նվազեցման և մրցունակության բարձրացման անհրաժեշտությամբ։
«Կազմակերպությունների և անհատ ձեռնարկատերերի կողմից ներմուծվող՝ ակցիզային հարկով հարկման ոչ ենթակա այն ապրանքների ցանկը հաստատելու մասին, որոնց ներմուծումն ազատված է ավելացված արժեքի հարկից» օրենքով կարգավորվում է ավելացված արժեքի հարկ վճարող համարվող կազմակերպությունների և անհատ ձեռնարկատերերի կողմից ներմուծվող՝ ակցիզային հարկով հարկման ոչ ենթակա այն ապրանքների ցանկը, որոնց ներմուծումն ազատված է ավելացած արժեքի հարկից։ Սակայն, ցանկում ներառված գյուղատնտեսական մշակաբույսերի սերմերի ծածկագրերում բացակայում են ԱՏԳ ԱԱ 0712 90 110 0 (քաղցր եգիպտացորեն, հիբրիդային՝ ցանքի) ծածկագրով ապրանքները, որոնց համար գանձվում է ավելացած արժեքի հարկ։ Վերջինս հանգեցնում է քաղցր եգիպտացորենի սերմերի ինքնարժեքի բարձրացման, հասանելիության նվազեցման և ցանքատարածությունների կրճատման։ Անհրաժեշտ է հաշվի առնել, որ քաղցր եգիպտացորենի սերմարտադրությունը Հայաստանում բացակայում է, ուստի վերջինիս արտադրությունը հնարավոր է իրականացնել միայն ներմուծված սերմերի միջոցով։
Օրենքում կատարվող լրացումների նպատակը քաղցր եգիպտացորենի սերմերի ներմուծման ընթացքում ծագող իրավահարաբերությունների կարգավորումն է։ Ակնկալվում է քաղցր եգիպտացորեն, հիբրիդային՝ ցանքի և սերմեր ներկրողների, ինչպես նաև դրանց արտադրությամբ զբաղվող հողօգտագործողների համար բարենպաստ պայմանների ստեղծում, տեղական արտադրանքի ծավալների և ցանքատարածությունների ավելացում, ինքնարժեքի նվազում, հողօգտագործողների եկամուտների ավելացում, մրցունակության մակարդակի բարձրացում և տեսականու ընդլայնում։
