Հիմնադիր խորհրդարան. Երիտասարդությունը պետք է ձեւավորի նոր քաղաքական հարթակ

Էլեկտրաէներգիայի սակագնի թանկացման դեմ պայքարը դրական առումով առանձնահատուկ է, որովհետեւ դրա ողնաշարն իր երկրին տեր կանգնող երիտասարդությունն է թե որպես մասնակից, թե որպես կազմակերպիչ: Այս մասին հայտարարություն է տարածել Հիմնադիր խորհրդարանի քարտուղարությունը:
Հայտարարությունում նաեւ ասվում է.
«Երիտասարդության անսպառ էներգիան, հնարամտությունը եւ ազնվությունը վերականգնեցին ժողովրդի հավատն իր ուժերի նկատմամբ:
Այդ հավատն ամրապնդվեց նաեւ այն պատճառով, որ պայքարող ժողովուրդը շոշափեց ռեժիմի ուժերն ու համոզվեց, որ նա կորցրել է նախկին հզորությունը եւ լուրջ ճնշման դեպքում ի վերջո կնահանջի ու կհանձնվի իր կամքին:
Սակայն պայքարը միայն էլեկտրաէներգիայի սակագնի չեղարկման պահանջով սահմանափակելու պարագայում, եթե անգամ հաջողության հասնենք, չենք կարողանալու խուսափել էներգետիկայի ոլորտում մեզ սպառնացող փլուզումից, որը, իր հերթին, շղթայական ռեակցիայով հանգեցնելու է ամբողջ տնտեսության փլուզման:
Իսկ էներգետիկայի ոլորտում նման աղետալի վիճակ է առաջացել տարիներ շարունակ անպատասխանատվության եւ անպատժելիության մթնոլորտում տեղի ունեցած թալանի պատճառով, որին մասնակցել են ինչպես ՀԷՑ-ի օտար կառավարիչները եւ էներգետիկայի ոլորտի կազմակերպությունները, այնպես էլ ոլորտի նկատմամբ տնտեսական եւ քաղաքական վերահսկողություն իրականացնող պետական մարմիններն ու պաշտոնատար անձինք, առաջին հերթին՝ երկրի ղեկավարությունը:
Ուստի այս աղետալի վիճակից հնարավոր է դուրս գալ միայն մեղավորներին քաղաքական պատասխանատվության ենթարկելու եւ երկրում արմատական քաղաքական փոփոխություններ իրականացնելու միջոցով:
Սակայն երկրում առաջացած յուրահատուկ իրավիճակի պատճառով, որի պայմաններում ռեժիմին հաջողվել է բանտապետական կարգեր հաստատել եւ փոշիացնել քաղաքական դաշտը, հնարավոր չէ այս հարցերը լուծել դասական քաղաքական ուժերով եւ մեթոդներով, այն է՝ միջկուսակցական պայքարի եւ ընտրությունների միջոցով:
Հիմնադիր խորհրդարանի քարտուղարությունը, հաշվի առնելով ժողովրդի մոբիլիզացիայի գործում երիտասարդության արձանագրած աննախադեպ դրական արդյունքները, որպես լուծման ցանկալի տարբերակ, երիտասարդներին առաջարկում է ընթացող պայքարին զուգահեռաբար ստանձնել նաեւ նոր քաղաքական հարթակ ձեւավորելու նախաձեռնությունը:
Ենթադրվում է, որ այդ հարթակում պետք է հանդես գան քաղաքական պատասխանատվություն ստանձնելու ունակ երիտասարդներ, ինչպես նաեւ չվարկաբեկված հասարակական եւ քաղաքական գործիչներ ու մտավորականներ, որոնց թվից հետագայում պետք է կազմավորվի իրավիճակի հաղթահարման նպատակով մեղավորների քաղաքական պատասխանատվության եւ քաղաքական լուծումների ապահովման միասնական ճակատ:
