Հայ- ճապոնական հարաբերությունները, հատկապես արտակարգ իրավիճակների կանխման և հետևանքների վերացման բնագավառում, վերջին տարիներին բավական աշխուժացել են: Սա առաջին հերթին պայմանավորված է այն հանգամանքով, որ երկու երկրները համանման մոտեցում ունեն արտակարգ իրավիճակներին, բնական և տեխնածին ռիսկերին և իհարկե այդ ամենից պաշտպանվելու հարցերին:

Գործադիրի առաջիկա փետրվարի 4- ի նիստի օրակարգ է ներառվել Հայաստանի Հանրապետության և Ճապոնիայի կառավարությունների միջև հայտարարագրերի փոխանակման ձևով կնքվող դրամաշնորհի համաձայնագրի կնքման առաջարկությունը: Դրամաշնորհի ձևով հերթական աջակցությունը խիստ պահանջված է և կարող է նպատակային արդյունք տալ ոչ միայն երկու պետությունների փոխշահավետ համագործակցության, այլև ՀՀ տարածքային կառավարման և արտակարգ իրավիճակների նախարարության բազմաթիվ խնդիրների լուծման առումով:

Մասնավորապես, հայկական կողմը մտադիր է ճապոնական դրամաշնորհով ձեռք բերել անվավոր բեռնիչ, էքսկավատոր, համակարգչային թվային կառավարման խառատային հաստոց, հոլակային կողմնացույց, փրկարարական նավակ, բժշկական և առողջապահական օգնության սարքավորումներ, սոցիալական ապահովությանն ուղղված օգնություն, այդ թվում` հաշմանդամի սայլակ, տեղաշարժման օժանդակող էլեկտրական մեքենա, ավտոմեքենաների տեխնիկական զննման հարմարանքներ, նյութատեխնիկական համալիր օգնության պարագաներ, էկոլոգիական և օդեևութաբանական չափման համակարգեր և շատ այլ ապրանքներ:

Գոհունակությամբ պետք է նշել, որ ճապոնական կողմը պարբերաբար աջակցում է ՀՀ տարածքային կառավարման և արտակարգ իրավիճակների նախարարությանը նորագույն տեխնոլոգիաների տիրապետման, արտակարգ իրավիճակների բնագավառների մասնագետների պատրաստման և վերապատրաստման հարցերում: Ընդ որում, այդ ամենն իրականացվում է ոչ միայն միջնորդավորված` ՄԱԿ- ի ծրագրերով, այլև ուղիղ` փոխայցելությունների և հանդիպումների միջոցով:

Մասնավորապես Սենդայի ծրագրով իրականացվում են նպատակային միջոցառումներ, որոնք բխում են երկու պետությունների ազգային անվտանգության ռազմավարությունից: Երկու երկրներն էլ ունեն երկրաշարժավտանգ բարձր ռիսկայնություն, որը ևս համագործակցության յուրատեսակ խթան է:
