Լուսավոր Հայաստան Կուսակցության Խորհրդի նախագահ, ՀՀ ԱԺ պատգամավոր Էդմոն Մարուքյանը դիմել է ՀՀ վարչապետին Նոյեմբերյան քաղաքին սահմանամերձի կարգավիճակ և արտոնություններ տալու առաջարկությամբ։ Առաջարկության մեջ նշված է․ «Դիմել եմ Վարչապետին՝  Նոյեմբերյան քաղաքը Կառավարության համապատասխան որոշմաների մեջ ներառելու խնդրանքով: ՀՀ Կառավարության որոշումներով սահմանվում է սահմանամերձ համայնքներին տրվող սոցիալական աջակցության փոխհատուցման ենթակա ծավալների, փոխհատուցման կարգի և փոխհատուցում ստացող սահմանամերձ համայնքների ցանկը, ինչպես նաև մարտական գործողությունների հետևանքով չօգտագործվող հողատարածքներ ունեցող սահմանամերձ համայնքների ցանկը: Նշված առաջարկության շնորհիվ քաղաքի բնակիչները որոշումներով նախատեսվող արտոնություններից օգտվելու իրավունք կստանան: Մասնավորապես, Նոյեմբերյան քաղաքը գտնվում է ՀՀ Տավուշի մարզի հյուսիսում, մարզկենտրոնից 48 կմ դեպի հյուսիս-արևմուտք, մայրաքաղաքից 196 կմ հեռավորության վրա։ Քաղաքը Հայաստանի հետ հակամարտող Ադրբեջանի սահմանից հեռու է ընդամենը 2 կմ: 1990-ականներին ադրբեջանական ռմբակոծության ժամանակ Նոյեմբերյանում տասնյակ զոհեր են եղել: 2015թ. սեպտեմբերի 24-ին ադրբեջանական 3 արկ է ընկել քաղաքի տարածքում: Այժմ էլ Նոյեմբերյանը հաճախակի է գտնվում ադրբեջանական կրակահերթի տակ, սակայն մինչ օրս քաղաքը համապատասխան արտոնություններից չի օգտվում»:
